The consultancy will work closely with the national team, led by the National Statistical Office of Nepal, in partnership with other key stakeholders in the country (line ministries and CSOs) to follow up on project deliverables, oversee administrative tasks, and facilitate communication between the core national team, other national stakeholders/collaborators, international consultants and UNSD staff to achieve the common output and achieve a shared outcome under the project.Work LocationRemoteExpected duration30 months, with the estimated start date 1 May 2025Duties and ResponsibilitiesAs a target country of the DA16 project, Nepal will be focusing its work on the production and use of citizen data for inclusive policy. The objective of this consultancy is to work closely with the national team, led by the National Statistical Office of Nepal, in partnership with other key stakeholders in the country (line ministries and CSOs) to follow up on project deliverables, oversee administrative tasks, and facilitate communication between the core national team, other national stakeholders/collaborators, international consultants and UNSD staff to achieve the common output and achieve a shared outcome under the project. The consultant will be working directly with the United Nations Statistics Division (UNSD). UNSD is part of the Department of Economic and Social Affairs (DESA), is the central body within the UN Secretariat responsible for collecting, analyzing, and disseminating global statistical information. It supports countries in strengthening their national statistical systems, promotes the development of international statistical standards and frameworks, and facilitates the coordination of global statistical activities. UNSD plays a key role in supporting the monitoring of the Sustainable Development Goals (SDGs), advancing statistical capacity development, and fostering partnerships across the global statistical community to ensure that data are timely, reliable, and relevant for policy-making and development planning. The consultant will perform the following tasks: Liaise with the core national team (led by the National Statistics Office), other national stakeholders/collaborators (including representatives from the government agencies, international organizations, academia, civil society, development partners private sector, etc.), international consultants (technical consultants, methodological experts, etc.) hired by the project, and UNSD staff for effective delivery of training and advisory services under the project. Develop and monitor a detailed plan of activities, specifying key outputs and timelines, as well as responsible focal points, in close consultation with the core national team, UNSD staff as well as the UN Country Team, ESCAP and other partners supporting the project in the country. Work closely with the core national team, UNSD staff as well as the UN Country Team, ESCAP and other partners supporting the project in the country. Coordinate workshops and training sessions in consultation with the NSO, UNSD team and other partners supporting the project. Identify opportunities for outreach and advocacy in-country and regionally and develop communication materials for user engagement activities aimed at integrating key outputs of the project in the policy process. Prepare a comprehensive progress review to be submitted to UNSD by 31 October 2027 to the United Nations for monitoring and reporting purposes.Qualifications/special skillsAdvanced university degree in development studies, economics, management, international relations, public administration, or a related field with five (5) years of experience. A bachelor’s degree and two additional years of experience may be accepted in lieu of an advanced degree. Good knowledge of national planning processes in Nepal and the landscape of development partners in the country Knowledge of the Sustainable Development Goals and national efforts to implement them Experience in facilitating stakeholder engagement and convening sessions to support project’s in-country activities Experience working with international development partners, civil society organization, particularly in the areas of open data, digital literacy and open government Technical expertise in one or more areas related to DESA’s work (such as economics or statistics)LanguagesEnglish and French are the working language of the United Nations Secretariat.
