Job Description
IOM in South Sudan has a broad range of programming centered around three broad areas: Humanitarian Coordination and Support; Humanitarian response and Resilience; and Peacebuilding, Transition, and Development. Humanitarian Coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI Core-pipelines, Humanitarian Hubs and common transport services. Humanitarian response and Resilience include CCCM, WASH, Shelter & NFI, Health, Protection, Gender equality and inclusion, mental health and Psychosocial support and the Management of a Rapid Response Fund. Under Peacebuilding, Transition and Development, IOM South Sudan implements programming on Housing, Land and Property Page issues, Transition and Recovery, Transhumance conflict prevention, Community-based violence reduction, Community development and Migration Management.
IOM is implementing a flood risk management project to increase the resilience of marginalized and climate-vulnerable communities towards the adverse effects of climate change in flood-prone areas of South Sudan. Specifically, this intervention aims to strengthen the capacity of the Government of South Sudan to develop warning systems and climate-resilient infrastructure to reduce the impacts of flood-related risks in close coordination with the local communities.
Under the overall supervision of the Chief of Mission, direct supervision of the Senior Programme Coordinator (ECRP) and in close collaboration with the relevant IOM Technical Leads, the successful candidate will guide and support field teams working on humanitarian and recovery programming including the Enhancing Community Resilience Project (ECRP) and directly oversee the work of the ECRP Conflict Analysis Assistants.
Responsibilities
- Promote and facilitate the mainstreaming of conflict sensitivity throughout the project life cycle in all areas of intervention.
- Provide technical guidance to field staff on participatory risk mapping and risk mitigation, as well as conflict mapping.
- Provide technical and operational guidance to the Conflict Analysis Assistants in the sub-offices including scheduling and workplan coordination.
- Identify existing conflicts at the local, sub-national and national levels, identifying their types, their main causes and the factors that could help mitigate within the project and promote social cohesion.
- Undertake continual analyses and research pertaining to the conflict-related impacts of sub-project interventions.
- Review, compile and consolidate project documents pertaining to conflict, gender, and protection with a view towards better adapting project interventions.
- Work in collaboration with the Senior Programme Coordinator (ECRP) to ensure that Conflict Sensitive Analysis (CSA) and M&E tools are utilized appropriately, and relevant information is funneled to the M&E team and consolidated appropriately. Ensure that findings from CSA M&E tools are appropriately communicated to technical and field teams and CSA recommendations are being integrated Into ECRP operations.
- Support ECRP operational management to technically monitor and evaluate conflict sensitive and do no harm standards.
- Facilitate timely feedback and reporting by providing weekly updates and reports to the Programme Coordinator (ECRP), including preparing narrative reports and analyses. Produce conflict analysis-related deliverables including PowerPoints, briefing documents and conflict analyses as needed.
- Conduct field monitoring visits and evaluations in coordination with other relevant ECRP and IOM technical staff, including gender and protection.
- Promote a respectful office environment free of harassment and retaliation and the prevention of sexual exploitation and abuse (PSEA).
- Support the mission in providing conflict analysis and advice, particularly to the senior management team of IOM South Sudan
- Perform such other duties as may be assigned.
Qualifications
Education
- Master’s degree in Political Science, Sociology, Anthropology, International Relations, Conflict Studies, or a related field from an accredited academic institution; or
- University degree in the above fields with minimum of two years of relevant professional experience.
Experience
- Experiencing in analyzing conflict and social dynamics, including with respect to population movement and housing land and property issues.
- Experience working on peacebuilding and conflict mitigation.
- Experience with both quantitative and qualitative data collection.
- Experience working in difficult locations; ability to be resourceful and flexible in a limited resource environment.
- Experience in equivalent role in South Sudan is an advantage.
- Experience working in complex humanitarian operations, specifically meeting timelines.
- Experience living and working a conflict environment.
- Experience managing a team and working in supervisory roles.
Skill
- Demonstrated understanding of conflict analysis and conflict sensitivity practice.
- Ability to lead the design and delivery of effective capacity building on conflict sensitive approaches to programming and ‘do no harm,’ preferably in the context of local governance and infrastructure development.
- Strong interpersonal and communication skills.
- Excellent research, writing and analytical skills.
- Solid organizational skills: the ability to be flexible and work well under pressure.
- Excellent computer skills: knowledge of MS Word, Excel, PowerPoint, and E-Mail/internet software.
Languages
- For this position, fluency in English is required (oral and written). Working knowledge of Arabic and/or local languages is an advantage.
