Background

The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.

This is an extra-budgetary position subject to the availability of funds. The incumbent will receive a Fixed-term Letter of Appointment in the duration of 1 (one) year, which will be subject to satisfactory completion of a 6-month probationary period. A further extension is subject to satisfactory performance and the availability of funds, until the end of the Project (“Supporting a More Effective Administration of Justice in Corruption and Organized Crime Cases in Serbia through Trial Monitoring”, ExB #2400938), currently expected to run until 31 December 2026.

The incumbent is assigned to the Management Section within the OSCE Mission to Serbia’s Rule of Law and Human Rights Department.

Tasks and Responsibilities

Under the supervision of theProject Officer, who acts as Project Manager of the project, the incumbent is responsible forsupporting trial monitoring, including collecting, reviewing and analyzing relevant data for cases selected for monitoring. The incumbent will also be responsible for monitoring and drafting reports on the work of relevant Judicial and other institutions responsible for ensuring high quality investigation and processing of corruption and organized crime related offenses before courts. Specifically, the incumbent will be responsible for:

  1. Monitoring corruption and organized crime cases;
  2. Reviewing and analyzing relevant data and drafts reports on compliance with applicable framework provided by law and best practices;
  3. Monitoring and reporting to the Project Officer on the work of the relevant judicial and other institutions responsible for the investigation and processing of corruption and organized crime related offenses before courts;
  4. Following and collecting data from media coverage of selected cases as to determine whether media coverage undermines the presumption of innocence or puts pressure on the judiciary;
  5. Supporting the organization of consultations and discussion forums including through working closely with different institutions and other stakeholders to ensure that the awareness of recommendations by key stakeholders is enhanced;
  6. Drafting quarterly project implementation reports and provides inputs to the Project Officer for Inception, Mid-term, and Final Reports.

Necessary Qualifications

  • Citizenship of or permanent residence in the Republic of Serbia;
  • Completed first-level university degree in law;
  • A minimum of two (2) years of professional-level working experience in a courtroom;
  • Proven experience in drafting legal analytical reports;
  • Good knowledge of international fair trial and human rights standards and international anticorruption conventions;
  • Very good knowledge of international standards and OSCE commitments in the field of rule of law reform processes;
  • Knowledge of the domestic political situation and local judicial structure, including the framework pertaining to the processing of corruption and organised crime crimes;
  • Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and Power Point), internet;
  • Excellent oral and written communication skills in English and Serbian;
  • Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package

The incumbent will receive a fixed-term Letter of Appointment in the duration of 1 (one) year, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable, subject to satisfactory performance, until the end of the Project. The Project is currently expected to run until 31 December 2026.

Appointments are normally made at Step 1 of the applicable salary scales.

Monthly remuneration, subject to social security deductions, is approx. EUR 2,250.33. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
