description of the Assignment:  

The Consultant will work with UNDP/PMU in undertaking a high-level CBA to assess the IWRM-EbA project costs to implement flood protection and drought management measures in select target villages against the estimated cost of disasters (mainly floods and droughts) that will be prevented to highlight the value of potentially replicating investments in flood protection and drought management in other vulnerable villages.

 

To the extent possible, the consultant will undertake the following:

  • Conduct a desk review of exiting project information, relevant literature, reports and prepare a methodological note recommending criteria and indicators for conducting the CBA.

·       Conduct the CBA, in line with requisite best practices, assessing the economic, social and environmental costs and benefits of flood protection and drought management interventions such as riverbank stabilization, flood protection with levee, evacuation shelter, water conservation ponds, ground wells to improve water security, wetland modification, community conservation agreements and diversified resilient livelihoods.

  • For conducting the CBA, the expert is expected to rely largely on existing information generated by the project to conduct the assignment with necessary information expected to be provided by the project field coordinator and districts level authorities.
  • As part of the CBA, the expert is expected to
    • compare project interventions with business-as-usual scenario, before/after project scenarios, and conventional grey infrastructure alternatives (where applicable).
    • analyze direct, indirect and intangible benefits and costs over the appropriate time horizon
    • calculate key economic indicators such as Net Present Value (NPV), Internal Rate of Return (IRR), Benefit-Cost Ratio (BCR) etc.)
  • Produce a CBA report including analysis, conclusions on viability and benefits of project interventions summarizing findings and recommendations.

 

  • Key duties and responsibilities

 

1.     Prepare inception report:

·       Prepare Inception Report with clear description of data collection and data validation methods and table of content

·       Suggest clear methodology with indicators covering a broad range of dimensions—environmental, social and economic—to fully account for the multifaceted assessment.

·       Consider baseline scenario and project investment scenario comparing it with grey infrastructure alternatives

·       Develop robust quantitative framework that assesses the long-term impacts of project investments across environmental, social and economic dimensions

 

·       Conduct a desk review, analyze data and conduct the CBA:

·       Undertake a desk review, collect all relevant project data required to conduct the CBA. Given the high-level nature of the analysis, the expert is not expected to undertake field visits to conduct the CBA. Where additional information is required, the expert is expected to coordinate with the PMU to collect necessary data from project field coordinators, consultants and district level authorities as appropriate. 

·       Prepare a description of each infrastructure, its general characteristics, its usefulness for flood protection and drought management, investments made analyzing their economic and environmental viability by quantifying expected social, economic and environmental benefits.

·       The CBA should also factor in climate projections in relation to economic impacts such as avoided damage, reduced disaster relief costs, or enhanced ecosystem services that will help quantify costs and benefits of project interventions over time under various climate conditions.

·       Present and validate analysis findings to stakeholders including the project PMU, DWR, UNDP Country Office and others as appropriate.

 

·       Formulate a detailed CBA report:

·       Clearly articulate the methodology, explaining assumption, limitations, and parameters considered while conducting the analysis.

·       Summarize results of the desk review providing background information on project activities, the protective interventions analyzed, describing attributable costs and benefits (i.e. tangible and intangible) included in the analysis, scenarios as well as time horizon considered (i.e. project lifespan which typically is 15 years) in the analysis.

·       Calculate key economic indicators such as Net Present Value (NPV), Internal Rate of Return (IRR), Benefit-Cost Ratio (BCR) etc.).

·       Include a scenario testing and sensitivity analysis while keeping the analysis comprehensible to a wide range of stakeholders.

·       Prepare final comprehensive report with clear criteria and indicators for cost-benefit analysis and cost effectiveness assessment; methodology and the results of the assessments, including comparison of project interventions with conventional grey infrastructure alternatives.

 

Period of assignment/services: 20 working days.
