Work LocationHome basedExpected duration6 monthsDuties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This consultancy position is located in UNEP’s North America Office in Washington, D.C. Under the direct supervision of the Regional Director and the Regional Information Officer, the incumbent will support UNEP’s work on delivering a North American regional environmental network that facilitates horizontal and vertical integration among government institutions, to create an avenue to disseminate information and accelerate action on global strategic environmental priorities, international negotiations and knowledge products. The network is envisioned to create a space for informal dialogue and exchange among national government, subnational actors, environmental NGOs, policymakers, private sector actors, academia and youth. The consultant will build and consolidate a collection of experts while strengthening the link with UNEP and regional stakeholders. Under the overall guidance of the Director and direct supervision of the Regional Information Officer, the incumbent will be responsible for the following: a) Lead process of consultations with relevant stakeholders within North America: o Liaise and develop working relationships with a wide range of North American stakeholders to gather input on options for the establishment of an environment network – Option 1) network of networks; or Option 2) new network. o Coordinate with relevant stakeholders in North America, including subnational government policymakers, civil society groups to gather evidence, exchange knowledge, and foster collaboration for the network. b) Finalize concept for the North American Environmental Network that: o Maps existing regional environment networks at national and subnational levels. o Identifies UNEP’s strategic niche, key objectives, target audiences, governance mechanisms, format and partners for collaboration. o Identifies objectives and design outreach strategy for strategic advocacy and communications- tools (website, etc.) and opportunities to promote and grow the new network. o Builds calendar with key milestones for the rollout and resource requirements. o Recommend resource mobilization strategy to sustain the network long term and provide a list of potential funders. c) Provide a proposal for a launch event: o Create a launch concept that includes recommended landing date(s), milestones leading up to date, location, invite list and related costs.Qualifications/special skillsMaster’s degree in the field of environment, communications, political science with 5 years of qualifying experience. A first-level university degree in combination with 7 years of qualifying experience may be accepted in lieu of the Master’s degree. • Experience in project or program management • Experience in strategic communications and/or advocacy work • Experience focusing on sustainability issues within North America with a proven track record of conducting consultations •Knowledge of North American environmental actors – IGOs, NGOs, localauthorities, academic institutions, youth organizations, sectoral alliances •Knowledge of the global environmental and sustainable development agenda •Excellent research and written and oral communications skills •Ability to prepare high-quality written reports in English •Ability to establish/maintain good working relationships with a broad range ofpeople •Ability to plan and organize work and meet deadlines •Good interpersonal skills, works collaboratively to achieve organizational goalsand able to work in multi-cultural, multi-ethnic environment •Fluency in both written and oral English. •Computer literacy, especially with MS Word, Excel, and PowerpointLanguagesEnglish and French are the working languages of the United Nations Secretariat.
