  1. Role and responsibilities 

The purpose of the position is to assist in the day-to-day implementation of the ICLA project in Rakhine.

Generic responsibilities 

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

  1. Adhere to NRC policies, tools, handbooks and guidelines.
  2. Collect, verify, and analyze information in order to identify protection risks encountered by IDPs and other affected populations.
  3. Be responsible for the drafting of protection incident monitoring reports, and following up with their submission through the PIMS (Protection Incident Monitoring System) platform.
  4. Ensure accuracy of all data entered for the project activities.
  5. Be responsible for organizing and delivery of tasks in line with established procedures, agreed priorities, international standards, and relevant guiding principles.
  6. Develop and maintain knowledge of ICLA-related challenges facing beneficiaries and legal analysis skills, in order to be most effective in supporting the ICLA team and beneficiaries.
  7. Prepare and develop status reports and protection reports as required by management.
  8. Ensure proper filing of documents.
  9. Ensure that protection incident monitoring services are accessible to target beneficiaries most in need, and explore and assess new and better ways to assist.
  10. Promote and share ideas for technical improvement.

Specific responsibilities 

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Implement the ICLA activities according to strategy, proposals, budgets, and plans.
  • Coordinate effectively with relevant stakeholders including partners/ other humanitarian actors and other NRC core competencies and support departments.
  • Work in collaboration with the ICLA Team Leader and the Project Coordinators to undertake protection monitoring.
  • Identify ICLA cases according to ICLA vulnerability criteria, support case referrals between agencies if needed, and conduct incident follow-up.
  • Provide information to individuals and families about their rights and entitlements, including what services are available and facilitate the ICLA related training to the communities and humanitarian workers
  • Record and complete data entry for the incident follow-up in the database, in a timely manner and in accordance with relevant procedures.
  • Ensure accurate data entry of all protection monitoring incidents recorded.
  • Ensure that all data and information pertaining to protection monitoring is handled in strict confidence, and in line with applicable data protection and information sharing protocols.
  • Compile information and report on achievements. Report internally to the ICLA Team Leader on weekly and monthly achievements; and for urgent cases, on a daily basis.
  • Conduct OME activities in ICLA and collaboration with other CC.
  • Any other responsibilities as determined by the supervisor.
  1. Competencies 

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

These are skills, knowledge and experience that are important for effective performance.

  • Academic background in Law, Social Sciences or related fields.
  • Minimum of 2 to 4 years’ relevant work experience.
  • Experience in delivering information sessions, case management, needs assessments and training activities.
  • Experience from working directly with affected/local communities within an international or local organization in a humanitarian/recovery context.
  • Previous experience from working in complex and volatile contexts.
  • Ability to analyse and integrate information from a wide range of sources.
  • Mastery of IT tools (MS Office package, internet, e-mail, etc.).
  • Sufficient knowledge of English and Myanmar languages, both written and verbal.

Context/ Specific skills, knowledge and experience: 

  • Knowledge of the context in the geographical area of responsibility is desirable but not essential.
  • Knowledge of a local language.
