The NRU Facility Authority in training (FA) is responsible for overseeing and leading large multidisciplinary teams involved in decommissioning efforts. This role ensures the safety of the public, environment, and workers by maintaining the safety envelope of the facilities. It includes providing technical oversight during NRU’s ongoing operations, facility changes, maintenance, repair of mechanical services and equipment, and ensuring compliance with relevant programs and standards until the building is safely removed from the decommissioning license. Responsibilities also encompass operating and maintaining the rod bays, managing nuclear accounting of assets and inventories, and approving all project work to ensure projects are qualified and properly resourced. The FA in training will serve as the delegated reporting authority and license holder, ensuring all buildings comply with codes and regulations throughout the decommissioning process. Upon successful completion of qualification, the incumbent will be promoted to Facility Authority.What will you be doing!The FA has been formally delegated, through the CNL Chalk River site license, the Authority and responsibilities for all facilities transferred to Decommissioning.The position encompasses the following major responsibilities:Ensuring that NRU and the miscellaneous facilities are maintained, cared for and eventually decommissioned in a safe and compliant manner. These responsibilities are met through the establishment of safe working practices, personal development and oversight.The adherence to the requirements of all licences, permits, regulations, and any applicable federal and provincial legislation.Official contact with regulatory authorities, including the reporting and investigation of unplanned events, periodic inspections, etc.Resource Management including resource planning, recruitment, and the appointment and authorization of Facility Managers.Implementation of the Systematic Approach to Training (SAT) program.Financial performance against the business objectives.Approving all work to be carried out by projects.Acting as Incident Authority or appointing an Incident Authority for emergencies originating in or affecting the facilities.Other duties as assigned by your manager.What we are looking for:

Self-motivated with the ability to work independently and encourage autonomy in others, capable of operating with minimal supervision.Demonstrates strong organization and planning abilities; proficient in setting priorities, developing action plans, meeting deadlines, and monitoring performance.Shows initiative, motivation, and effective interpersonal skills in interactions with management, peers, and clients.Capable of daily communication with diverse groups at all organizational levels, both on project-related and general matters.Adaptable in performing various tasks without loss of efficiency or composureCommitment to CNL vision and operating philosophies.Excellent written and oral communication skills, in order to effectively communicate with facility staff, and interface with external groups including the CNSC and customers.Ability to function as a team leader.High personal standards of performance and commitment to the safe operation of the facilities.
- Experience:
Minimum of five years of experience in the operation or maintenance of nuclear facilities, which includes supervisory experience. This should include experience with the application of CAN/CSA Nuclear Standards requirements, CNSC regulatory documents and the application of radiation protection principles.Knowledge of systems, structures and components associated with large industrial or nuclear facilities.Existing NRU experience would be a strong asset.Experience in a nuclear operational or decommissioning environment would be an asset.Experience with operational industrial electrical, steam heating and ventilation systems.Must have demonstrated leadership and interpersonal skills, along with the ability to delegate effectively, conflict resolution, and constructive negotiation.Ability to lead in a team environment, maintain a clear focus on team goals, and establish good rapport with groups and individuals of many diverse professions is required.Strong problem-solving skills are essential.Must demonstrate a mechanical aptitude and have a sound working knowledge of mechanical systems, process systems and basic instrumentation.Must have a strong knowledge in the workings of a nuclear facility.Must have a working knowledge of the hazards associated with handling radioactive materials. Demonstrated knowledge of ALARA principles including hazardous work assessments and radiological work planning within a nuclear operating environment.Demonstrated experience in managing successfully completed projects.Strong organizational, planning, and analytical skills.Ability to perform a variety of duties, changing tasks without loss of efficiency or composure.
- Education:
University degree in science or engineering, or equivalent combination of education, knowledge and experience.
- Security clearance eligibility required: Level 2 Secret which has a minimum requirement of 7 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom . CNL implements security screening in accordance with the Treasury Board of Canada Secretariat’s “Standard on Security Screening” and the “Policy on Government Security.”
Working Conditions:Physical and Sensory Demands:· Must be available for work outside regular hours during emergencies, maintenance needs, operational and decommissioning activities, breakdowns, or to meet regulatory deadlines/commitments.· Required to respond professionally, effectively, and promptly to management, technical staff at all levels, and external agencies.Working Environment:· Office Setting mainly, occasional travel, weekly oversight walk through of buildings in an operational and decommissioning state with varying physical and radiation hazards.· Work involves interacting with numerous internal and external stakeholders, managing multiple tasks and priorities, and adapting to evolving timelines and workload fluctuations to effectively advance commitments and projects.· Flexibility in schedule, including work in nuclear facilities, office settings, and remote work arrangements, may be necessary.
