Duties
Serve as a subject matter expert responsible for nuclear and delivery system/ issues within NCBC’s Office of Mission Integration, and the IC broadly, to counter WMD and biosecurity threats.
Contribute to, and when appropriate lead, NCBC’s policy support on nuclear and delivery system issues within a specified portfolio.
Contribute to, and when appropriate lead, a line-of-effort within an integrated campaign to improve IC posture against specified nuclear and delivery system issues.
Contribute to the planning and evaluation of the related strategic planning documents in support of United States (U.S.) national security and foreign policy interests and programs.
Work collaboratively across ODNI and interagency stakeholders to develop of a coordinated campaign plan to identify key intelligence gaps, implement initiatives to address shortfalls, and objectively evaluate community progress in closing gaps.
Support IC efforts and hard target strategies against actors of interest when there is a portfolio equity involved.
Support assessments of the IC’s progress towards mission and enterprise strategic objectives and determine how well the IC is postured for future environments.
Represent NCBC in national security meetings, committees, task forces, and working groups, and address resulting NCBC tasks related to portfolio subjects.
Prepare briefings, reports, and presentations to organizational leadership, senior policymakers, and senior U.S. Government officials.
Provide expert analysis and recommendations that ensure IC strategic plans and programs align with strategic objectives.
Maintain productive working relationships with peers and senior leaders across the IC.

- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Mandatory Requirements:
Thorough knowledge of strategy development and planning and ability to identify emerging trends and strategic issues.
Knowledge to evaluate strategic trends, strategy and implementation plans, results, and programmatic data, to propose innovative solutions and implement change.
Knowledge of the IC’s structure, roles and responsibilities, and intelligence capabilities as it relates to counterproliferation and biosecurity issues.
Ability to communicate clearly, both orally and in written reports, and to logically analyze, synthesize, and evaluate multiple sources of information for their inclusion in briefings and written documents.
Interpersonal, organizational, and problem-solving skills, including the ability to work effectively both independently and in a team or collaborative environment, often under pressure with short operating deadlines.
Ability to coordinate, network, and communicate with individuals across the ODNI, IC, and U.S. interagency counterproliferation and/or biosecurity community to build and sustain effective working relationships to ensure superior intelligence support to the interagency policymaking process, and superior intelligence community understanding of policy objectives.
Ability to exercise independent judgement on time-sensitive issues and work collaboratively across the IC.
Demonstrated critical thinking skills, including ability to think strategically, to identify intelligence requirements, and to develop innovative recommendations and solutions.
Negotiation and leadership skills, the ability to exert influence and build consensus, and experience in reconciling competing interests.
Experience and knowledge of nuclear and delivery system intelligence issues including the relationship between collection needs and the analytic process, collection platforms and tradecraft crucial for WMD and biosecurity subjects, or challenges facing the counterproliferation and biosecurity intelligence community.
Technical knowledge, education and/or expertise regarding nuclear weapons and delivery systems, cooperative threat reduction, or other specific USG counterproliferation or counter WMD tools.
Experience and knowledge of intelligence needs of U.S. Government counterproliferation customers, including intelligence needed to support international arms control treaties and export control regimes, negotiate United Nations Security Council Resolutions, conduct U.S. Government strategic messaging, improve security at foreign facilities holding WMD material, disrupt WMD-related networks, or inform demilitarization and countermeasure efforts.
Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2024.
Bachelor’s degree in a field related to engineering, intelligence, physics, political science, program planning and evaluation, national security, nuclear warfare, or weapons of mass destruction delivery systems; Master’s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in field related to engineering, intelligence, physics, political science, program planning and evaluation, national security, nuclear warfare, or weapons of mass destruction delivery systems

Combination of education and experience: At least 8 years of experience in nuclear warfare, strategic planning and implementation, and weapons of mass destruction delivery systems, college-level education, and training that provided professional nuclear warfare, strategic planning and implementation, and weapons of mass destruction delivery systems knowledge.

Salary Determination:
The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.
On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate’s personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee’s current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.
Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
