Job Description
THE EXECUTIVE DIRECTORATE (EXD)
The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.
THE DIGITAL, KNOWLEDGE AND INFORMATION SERVICE (EXD/DKI)
Within the Executive Directorate, working closely with business partners, the Digital, Knowledge and Information Service (EXD/DKI) designs and provides secure digital solutions, IT and information management services and the technologies to deliver efficient corporate services, meet business partners’ needs and to support and enhance the OECD’s global role in building knowledge, communicating with the world and interacting with governments to inform and influence policy-making.
The Digital Infrastructure and Operations Division (EXD/DKI/DIO) brings together development and infrastructure operations teams to accelerate development cycles and increase the robustness and security of software releases through the consolidated lifecycle management of applications and IT infrastructures. EXD/DKI/DOD optimises standardisation, resulting in increased agility and faster delivery of more reliable solutions.
In this role, you will be one of the organisation’s technical leaders, working hands-on, while also managing the Systems Engineering team to deliver, operate, maintain, support and evolve a sustainable and secure hybrid IT infrastructure while ensuring optimal availability, performance and continuity of systems and services. You will oversee – and also participate in – the administration of servers and the delivery of Cloud services, reporting to the Head of the Cloud and Infrastructure Management (CIM).
Main Responsibilities
Systems and Cloud Management
- Provide systems engineering and Cloud management expertise for the Organisation, exercising an advice and control function to ensure that systems and Cloud products and services comply with corporate policies and requirements.
- Be the technical lead of the team; oversee and participate in the work of the team to design, install, manage, evolve and decommission systems and Cloud services in the areas of hybrid IT infrastructure, datacentre(s), servers, storage and backup/recovery in order to respond to business needs. This includes managing and maintaining infrastructure security.
- Ensure optimal software, tools and monitoring systems for systems and Cloud management.
- Administer, manage, automate and optimise operational processes; troubleshoot unexpected issues and propose action to mitigate the risk of repeat occurrence.
- Analyse and update existing operating procedures and evolve as necessary to ensure relevance and compliance.
- Plan and execute all systems engineering activities ensuring horizontal collaboration with the IT Service Desk, security, development, enterprise architects and product managers to deliver robust, compliant IT services to the Organisation.
- Provide input and contribute to establishing budgetary requirements for systems and Cloud management, including relevant service and licensing evolution.
Management
- Manage the Systems Engineering team (8 people), staff and contractors, to ensure the delivery of the work programme. Be a mentor, providing guidance and support to foster their professional growth. Conduct performance reviews and provide constructive feedback to team members, including identifying training needs and opportunities for team members to enhance their skills and knowledge.
- Provide technical leadership; lead and manage systems engineering and Cloud projects and procurement activities, manage associated resources and ensure delivery of high-quality outputs – on time and on budget – in accordance with the work programme.
- Work closely with other teams to ensure an integrated cross-practice vision of EXD/DKI products and services; ensure that solutions/services proposed meet client requirements; establish, apply and ensure compliance to security standards and adopted methodologies; support definition and provide inputs for an IT database strategy to meet the Organisation’s requirements. Participate in post-deployment reviews.
- Track project progress throughout the execution phase, recommend changes and highlight issues which may require adjustment.
- Facilitate effective communication within the team and with other departments, promoting a collaborative work environment.
- Manage relations with third-party suppliers to ensure the required level of service is provided and value for money is maximised for the Organisation.
- Provide relevant inputs to the Head of Unit and the Head of Division including for budget planning and, reporting on budget, portfolio and service status; define and provide related Key Performance Indicators.
- Stay up-to-date on advances in current and emerging industry trends, related technologies, methodologies and best practices; and actively contribute to an environment that enables continuous learning, innovation and knowledge sharing across teams.
Qualifications
Ideal Candidate Profile
Academic Background
- An advanced university degree in information technology, business administration or a related field, or equivalent practical experience
- Relevant professional certifications, such as certifications on technologies listed below.
Professional Background
- Experience in managing large, complex IT operations, secure hybrid Cloud environments, and associated projects, including implementation, maintenance, support, and budgets.
- 5 or more years of proven industry expertise with strong business acumen.
- Extensive professional experience implementing and managing a secure hybrid Cloud environment.
- Demonstrated experience evaluating current and emerging technologies, industry trends and best practices, identifying their business value to the Organisation and drafting associated recommendations to management for decision making.
- Knowledge of IT project management methodologies and industry frameworks, including ITIL.
- Experience in guiding and managing staff and contractors in a matrixed organisational structure.
- Experience in managing vendors and performing relevant procurement activities (calls for tender, etc).
- Experience in an international and cross-cultural setting would be preferable.

Core Competencies

Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
- Knowledge of other languages would be an asset.

- Depending on level of experience, monthly salary starts at 9,235.73 EUR, plus allowances based on eligibility, exempt of French income tax.

Salary Information
- Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.
