Norwegian Church Aid (NCA) has been working together with strong partnerships in DRC since as early as 1973. For the last 29 years, we have been based in the country using a rights-based approach to engage right-holders and duty-bearers to foster positive gender relations and provide access to safe water and hygiene facilities. In close collaboration with our local partners, we have successfully built cooperation between our humanitarian and development programs to deliver timely and culturally sensitive support and services to mobilize and empower local communities, especially women and girls.

NCA is seeking a new Operations Manager in DRC for a two-year contract with possibilities for extension. The person hired will work closely with the Country Director and Department Heads to ensure that operational support in the areas of logistics/procurement, administration, safety, human resources and capacity building is provided effectively and efficiently for successful implementation of the NCA country programme in DRC. We are looking for a person with extensive knowledge of and experience with the various areas of responsibility that fall under this position. The person we are looking for also has excellent leadership skills and is good at promoting a safe working environment where staff can thrive, grow and continuously develop their skills.

DUTIES AND RESPONSIBILITIES

  • Provide leadership to the logistics department by promoting compliance to procurement policies and developing accountability mechanisms
  • Supervise the HR service in strategic management of human resources, including recruitment, succession planning, capacity development and career development
  • Ensure proper management of service and maintenance contracts for the office and expatriate houses as well as provision of a safe working environment for all staff
  • Provide leadership to Safety and Fleet Management
  • Ensure that legal commitments are made in accordance with national law and NCA’s internal policies and procedures
  • Play an active role in the development and management of the NCA country programme and Senior Management Team (SMT).

Any other relevant and related tasks as required by the NCA DRC Programme Country Director.

QUALIFICATIONS / PERSONAL QUALITIES

  • Relevant higher education
  • Minimum of 7 years’ experience managing humanitarian and/or long-term development operations in fragile and insecure locations, preferably in Francophone Africa
  • Experience in logistics/procurement, HR/Admin, IT and safety management
  • Ability and experience with leading staff, including field staff and remote field offices
  • Able to mentor, coach and support staff in their professional development
  • French speaking proficiency is required
  • Proficiency in written and spoken English is required
  • Excellent cross-cultural communication skills
  • Strong problem-solving, analytical and decision-making skills
  • Flexibility, ability to work independently and meet deadlines
  • Willingness to travel in the field and work in remote locations with minimum amenities and / or with relative safety as approved by the safety advisor
  • Must be loyal to Norwegian Church Aid’s Christian values and accept the ACT Alliance Code of Conduct

This is a minimum two-year contract with possibilities for extension depending on results and funding. This is a non-family duty station and this position is for expats only. Start date: As soon as possible
