Overview:JOB DESCRIPTIONThe Operations Manager is responsible for ensuring that the Benin SG Country Program is of good quality and that the standards set are implemented to reduce risk in all areas of programming at partner and country program level, overseeing and developing all Listening, Monitoring, and Evaluation (LM&E) activities of HOPE Benin. Responsibilities:RESPONSIBILITIESPromote and fulfill the mission and vision of HOPE International.Operations Management

  • Assist the Country Director to develop strategic plans and annual plans (objectives and targets)
  • Assist the Country Director and Saving Groups Ministry Team to achieve or exceed annual goals within the established budget.
  • Assist Country Director to ensure that the program activities are following industry standards and best practices for SGs.

Resource Management

  • Assist the Country Director in establishing and implementing a strategy for sourcing the appropriate resources (people, financial, etc.) needed to achieve the goals outlined within the program’s plan. Develop a resource plan and program budget for submission to HOPE International during its annual budgeting process.
  • Support the Administration and Finance Manager and Country Director in budgeting and operational reforecast processes by supplying relevant data.
  • Conduct all operations within the approved budget framework.
  • Oversee the annual training and quality assurance budget.

Donor Liaison

  • Engage in effective interaction with donors.
  • Provide oversight into planning and execution of field visits by donors and friends of HOPE, and function as point person with headquarters’ marketing staff on the same.
  • Provide on-site assistance to headquarters’ marketing staff in relation to collecting member/group stories, images, and other marketing impact reporting needs.

Ensure Quality Operations

  • Conduct mid-term and annual program reviews and develop action plans to enhance program performance.
  • Provide recommendations to improve the effectiveness of operational policies and procedures for the program.
  • Collaborate with the CSU support team to ensure program activities are following HOPE Saving Groups standards and best practices for Saving Groups.
  • Support completion of the Annual Ministry Assessment (AMA) for partners and partner staff

Personnel Management

  • Provide support, coaching, capacity building and supervision to the Training Coordinator and Quality Assurance officer to ensure that HOPE Benin meets training, quality and SI goals and objectives. This shall include assisting staff in setting performance goals and conducting performance appraisals.
  • Provide support and capacity building to partner staff.

Partner Financial Management

  • Monitor partner budgeting and implementation to ensure operations stay within budget and meet objectives.
  • Participate in the review of partner quarterly budgets and document the review process.

Relationship Management

  • Participate in key partner discussions with Senior Leaders and take assignments arising from such dialogues.
  • Assist the Country Director by representing HOPE International various interests at stakeholders’ meetings as and when requested.

Project Management

  • Take ownership of managing major projects within the program, especially those projects that cut across program functions and involve both program staff and CSU staff. These may include changes to technology, methodology, and products/services, etc. Wherever possible, mentor other staff in project management to build capacity.
  • Support other departments in moving major projects forward and in improving project management tools.
  • Support other staff members in the development of familiarity and expertise with HOPE tools and technology such as Quill, Power BI, Box, Adaptive, and Excel, whenever necessary.

Management of data systems

  • Review and provide monthly: Quality Assurance, Training and Agriculture reports to the Country Director
  • Provide oversight of Quill and Power BI by ensuring that:
  • Program data is up to date and accurate.
  • Troubleshoot technical hitches faced by staff while using Quill and Power BI
  • Generate necessary reports to inform program performance and decision making.

Reporting

  • Provide support to the Country Director and team in the implementation of existing and new reporting, analysis, audit, and other associated tools and follow up with action items.
  • Ensure the timely submission of operational reports required for internal reporting, donors, auditors, the local government, and other parties.

Risk Management

  • Assist the management in the review of internal audit reports and address the concerns of Internal Audit.
  • Assist management in the review and identification of internal control gaps.
  • Recommend the mitigation of key operational and financial risks to management.
  • Ensure that all partners comply to the operational procedures of HOPE Benin
  • Support the Country Director in Risk Action Planning (RAP) processes in collaboration with the Administration and Finance Manager

Spiritual Integration and Christian Witness

  • Engage actively in bi-weekly devotions, monthly meetings, and quarterly retreats for HOPE staff to maintain focus on the program’s Christ-centered mission and to foster spiritual growth among HOPE Benin staff and partners.
  • Ensure a personal healthy spiritual balance within family, work, and church life through the adoption of Biblical, personal, and spiritual disciplines.
  • Oversee all Savings Group Program activities related to Spiritual Integration.

Enhance and Implement LM&E Activities and Qualitative Research

  • Contextualize the HOPE Quotient survey both linguistically and culturally and make suggestions for improvement.
  • Training and managing enumerators who administer the surveys in the field.
  • Work closely with US-based LM&E team to refine and design subsequent generations of the HOPE Quotient survey and qualitative research.
  • Ensure group interviews and focus groups based on research goals established by the country director and US-based LM&E team.
  • Develop, test and implement new qualitative tools and provide feedback on efficacy and applicability.

Other Duties

  • Perform other duties as requested by the Country Director or CSU

Qualifications:SKILLS & QUALIFICATIONS

  • Born again Christian with strong faith and highly committed to the mission and vision of HOPE International.
  • A minimum of 2 years of professional experience in international development (NGO), ministry contexts, or business.
  • At least 2 years’ work experience in operational management such as planning, supervising and quality management.
  • Excellent decision making and critical thinking skills.
  • Excellent organizational skills such as managing multiple tasks.
  • Effective communication and people skills especially report writing and speaking skills.
  • Good adaptability and change management skills such as openness to innovative ideas and processes that drive efficiency and innovations.
  • Master’s degree in international/rural development; Agronomy, Project Planning and Management or related discipline.
  • Skilled leader, with exceptional understanding of cross-cultural communications, multicultural workplace relationships, church relations, and the ability to relate to and effectively influence and motivate staff.
  • Project management experience, preferably multi-sector programs in rural Benin.
  • Highly organized with strong attention to details
  • Assertive initiative-taker with demonstrated ability to work independently and in collaboration with a team.
  • Fluent in spoken and written English and French.
  • Passion to help the underprivileged to regain hope, dignity, and the ability to support themselves and their families.
  • Demonstrated acumen in use of applicable technology systems. (e.g., Excel, Power Point, databases)
  • Willingness and ability to travel domestically and internationally as required.
