Job description
The Waste Treatment Center (WTC) is a Class 1 Nuclear Facility built to safely treat low-level radioactive liquid wastes generated at the Chalk River Labs site. This will include treatment of legacy radioactive liquid wastes as part of the Chalk River Labs Environmental Remediation mission.
The Operations Manager (OM) is responsible for the safe, compliant, and efficient operation of the existing WTC and associated facilities to treat a variety of waste streams in the facility based on client and business needs. This will be achieved through leading a diverse team in a dynamic and challenging operations environment.
The OM will report to the Director of Liquid Waste Services, and ensure that the operation of the Waste Treatment Center will meet the requirements necessary to ensure success in the Liquid Waste Services branch within waste services.
What you will be doing:
Safe Facility Operation
· Providing the necessary leadership to a diverse team to drive performance excellence and success in a dynamic operations environment.
· Provision of oversight to operations activities and projects, with a focus on procedure compliance, use of human performance reduction tools, and application of operations fundamentals
· Oversight of Facility training requirements, training compliance, and knowledge transfer for Operations Staff to ensure staff are knowledgeable and proficient in facility operations.
· Supporting the Emergency Response function during abnormal operating conditions or Facility emergencies
Operations Planning
· Participation in the facility planning cycles including the Annual Program of Work and Budget, and contributing to the high level strategic and operational planning process for WTC operations requirements within the Liquid Waste Services Branch 5 and 10 year plans
· Driving continuous improvement through regular evaluation of Operations activities, scheduling, and execution for opportunities to optimize production and facility processes
· Approval and oversight of the integrated operations schedule to ensure operations, maintenance, and project activities are executed as planned
Facility Performance
· Interfacing effectively with other Managers and groups to achieve the Division’s objectives and developing Branch goals in line with the broader business planning objectives, including monitoring performance against these goals and objectives
· Interfacing with facility and system users to understand issues, improve relationships and identify opportunities for continuous improvement.
· Evaluating and establishing key metrics for monitoring operations performance and reporting of facility operations
General Liquid Waste Services Branch Requirements
· Supporting the stored liquid waste project requirements for management of legacy liquid wastes stored on the Chalk River Labs Site
· Maintaining a Waste Treatment Centre liquid waste acceptance review and approval process to help facility users understand requirements for processing liquid waste
· Other management responsibilities, as necessary, to support Liquid Waste Services branch objectives, including operation of the Waste Treatment Center and associated facilities.
What we are looking for:
Education:
- The position requires a relevant university degree or a technical college diploma.
Experience:
- 7 to 10 years’ experience in a leadership role within an operations environment, or equivalent combination of skills, training and experience.
Abilities and Skills:
- Demonstrated leadership with effective interpersonal skills required to manage a diverse operations group, in a dynamic and evolving site. This includes effective interfaces with clients, system users, support groups, and other management.
- Initiative to resolve problems and expedites resources, work plans or other appropriate actions.
- Ability to work in a team environment, maintain a clear focus on team goals, and establish good rapport with groups and individuals of many diverse professions.
- Demonstrates business sense and financial knowledge to adequately plan, manage and monitor Branch budgets to meet financial obligations.
- A strong knowledge of facility operations concepts and requirements.
- Strong organizational, work planning, and analytical skills.
- Must be capable of planning multiple tasks effectively, including work prioritization and delegating authority to subordinates.
- Excellent written and oral communications skills; the ability to disseminate information to other team members and clients and strong team problem-solving skills are essential.
Job/Industry Specific Knowledge:
- A demonstrated commitment to safety, and an understanding of how risk management principles should be applied to operational decisions.
- Experience in, and understanding of, facility operations, ideally in the nuclear or water treatment industry and administration and/or leadership experience in operating facilities.
- Understanding of operations in regulatory environment and applicability of license programs
- A demonstrated mechanical aptitude and have a sound working knowledge of mechanical systems, process systems and basic operations instrumentation.
- A working knowledge of the hazards associated with radioactive materials. Demonstrated knowledge of ALARA (As Low as Reasonably Achievable) principles including hazardous work assessments and radiological work planning within an operating environment involving nuclear materials.
Security clearance eligibility required: Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat “Standard on Security Screening” and the “Policy on Government Security”.
