The consultant is expected to produce a report that includes an analysis supported by data gathered from interviews, surveys, focus groups, and other sources. The report should cover strengths, weaknesses, pain points or bottlenecks, their underlying causes, and scenarios and proposals for future recruitment roles in particular the recruiter role within the redesigned staff selection 2.0 process.Work LocationRemoteExpected duration5 months with possibility of extension.Duties and ResponsibilitiesThe Office of Human Resources (OHR), is looking for a consultant to support the review and redesign of our recruitment process, particularly in the area of recruitment functions and roles. This consultant will work within the Global Strategy and Policy Division (GSPD) which provides policy guidance, strategic leadership, and innovative solutions for managing talent. While GSPD covers all aspects from workforce planning and talent acquisition to staff development, performance management, and mobility across the organization, this consultancy will focus on a new initiative called Staff Selection 2.0 which will redesign the recruitment process. Staff Selection 2.0 aims to make the hiring process more effective, efficient, fair, transparent, inclusive and agile. The main goal of this assignment is to review all recruitment-related roles as part of the Staff Selection 2.0 initiative, collaborating closely with the GSPD Staff Selection 2.0 project team, under the supervision of the Co-Chairpersons of the project under Staff Selection 2.0, and also working closely with another consultant handling Staff Selection 2.0 process mapping. The consultant will be responsible for the following: • Conduct research on global best practices in recruitment roles across the public and private sectors, as well as international organizations, ensuring alignment with the goals of the Staff Selection 2.0 programme. • Provide summaries of research findings, industry best practices, and benchmarking data, analyzing current recruitment roles within the United Nations Secretariat, the UN system, the public and private sectors, and international organizations that recruit from diverse talent pools. • Prepare a detailed work plan with milestones, timelines, and key stakeholders. • Design and conduct surveys, interviews, create focus groups, and other engagement activities with various UN Secretariat entities to gather inputs on recruitment roles, challenges, organizational structures, and delegations of authority. • Prepare and submit interim reports or summaries for each milestone (surveys, interviews, focus groups, etc). • Prepare a draft report analyzing collected data identifying strengths, weaknesses, bottlenecks, and their causes, including proposals/scenarios for future recruitment roles, along with a draft generic job profile for recruiters. • Prepare a final report/presentation incorporating feedback from the draft, along with data summaries, analysis, and supporting materials (e.g., surveys, focus groups, interviews) saved as institutional records.Qualifications/special skillsAdvanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. A minimum of seven years of work experience in organizational design expert, human resources management, administration or related area is required. Experience with project management involving multiple stakeholders and change initiatives is required. Experience in the creation of surveys and data analysis is required. Experience in facilitating collaborative initiatives or working groups focused on recruitment process redesign is desirable. Experience in report drafting and communication is desirable. Experience in organizational change and diversity and inclusion in organizations is desirable. Certification in globally recognized project management methodology, such as Prince2, PPM, PMP or similar is desirable. Proficiency in written and oral communication skills. Proficiency in (1) active listening, (2) awareness of others and their behaviours, (3) guiding others to consensus and (4) critical thinking. A good knowledge of human resources principles and practices, particularly in the context of recruitment, diversity, and inclusion.
