The OSH Program and Process Specialist helps promote, enhance, and support the development, implementation and oversight of robust programs, policies, practices, and a culture of safety and process improvement to help CNL meets its vision for safety and operational excellence. The role will report into the Manager, Safety Security & Emergency Preparedness while being functionally integrated into the HWP mission. The role will be responsible for leading the development, implementation, and monitoring of safety, process improvement, and ImpAct programs, plans, practices, and management systems for the Historic Waste Program Management Office. They will help develop, maintain and communicating safety program performance metrics, track compliance to various program elements, and support the completion of formal and informal program oversight activity. The role will also assist with corrective action follow up, documentation and help ensure timely follow-through on the implementation of improvement initiatives. The role will further lead and support the continuous improvement of HWP’s overall programs, standards and practices through planning, monitoring and reporting on the HWP’s overall programmatic management systems and improvement efforts. The role helps identify, support and implement productivity and process improvements across PHAI practices and coordinates the implementation of the ImpAct program, associated programs /processes (OPEX, Human Performance, Benchmarking, etc) within the HWP organization.
What will you be doing !
- Provide support and assistance in the development, implementation and monitoring of OSH programs, plans, policies, and procedures.
- Complete monitoring and updating of OSH programs to ensure OSH legislative and license requirements are continuously met.
- Complete monitoring of contractor OSH performance through maintaining contractor OSH and the contractor assurance scorecard, ISN and other available project performance data.
- Support continuous safety and process improvement initiatives by completing program and legislative gap assessments, process reviews, identifying practical solutions to close gaps, creating change plans and working collaboratively with project and contractor personnel to implement improvement actions
- Develop and coordinate program roll-out plans for new and updated corporate programs.
- Support Joint Health & Safety Committees and create a collaborative environment with project personnel to promote optimal OSH workplace culture
- Collects/Analyzes/Communicates process and safety program and management performance through various reports and scorecards to capture leading and lagging indicator program and project performance.
- Support and coordinate project wide safety and process improvement related communications and implementation of applicable best-practices, OPEX, or ImpAct actions based on shared incident lessons learned.
- Collaboratively interact with colleagues and project personnel team members, contractors and necessary parties to help address OSH program improvement opportunities
- Collect records, complete trends reviews, and as needed help investigate and follow up on non-compliance observations, and loss or no-loss incidents.
- Prepare detailed reports and follow up on program performance matters through data analytics & visualization.
- Assist in the completion of risk assessments and job hazard assessments in support of CNL Integrated Work Control program and Engineering Change Control programs
- Document and record safety and process data pertaining to project oversight activity including entering/transcribing oversights information and follow through on various internal CNL information recordkeeping established procedures
- Support and when assigned lead the planning and implementation of process improvement initiatives throughout the PHAI incorporating LEAN principles.
- Support the planning and implementation of company-wide and PHAI or LLRWMO-specific systems and processes at the PHAI and LLRWMO.
- Monitor, analyze, assess and facilitate the implementation of the ImpAct program within PHAI and LLRWMO,
- Communicate with other ImpAct Coordinators to refine ImpAct/Action Tracking corrective action program,
- Facilitate MRM meetings
- Monitor the status of ImpActs and corrective actions, and taking action as appropriate,
- Conduct trend analyses and identify conditions adverse to quality or safety
- Share relevant internal and external operational experience and lessons learned with the team.
- Proactivity recognize and encourage process improvement principals and safety related practices and compliance to program and legislative requirements by project delivery personnel and contractors
- Provide expertise, support and assistance on the development, review, implementation and monitoring of task and HWP programs, work-plans, risk registers, and management system components.
- Foster and promote a culture of continual improvement.
- Collaboratively coach, mentor and interact with colleagues, CNL project team members, site superintendents, supervisors, contractors, and other parties involved in work activities to help safety and process improvement efforts.
- Provide timely customer service with credible and expert response to support requests
- Help investigate and follow up on non-compliance observations, loss or no-loss incidents, or other gaps identified associated with their assigned work-scope, projects, or activities they help oversee.
- Prepare detailed reports and follow up on recommended corrective actions associated with completed compliance & oversight reports, incident reports, observations, and root-cause analysis recommendations when required.
- Utilize their subject matter expertise to complete comprehensive project risk assessments, hazard assessments, and develop safety work procedures in support of CNL’s Integrated Work Control program and Engineering Change Control programs when required.
What we are looking for :
- College diploma or university degree within an OSH or related field from an accredited Canadian or international program, or an extensive set of health and safety training and certification.
- Possess, or must have ability to possess, minimum professional credentials as a CRST.
- Training and certification in TapRoot, RCA, and ACA
- At least 4-6 years of OSH experience in an equivalent role within complex nuclear, research & technology, heavy construction project, heavy manufacturing, industrial processing, mining, oil & gas, or other civil or environmental remediation experience. Experience within a radiation safety and/or protection setting is an asset but not required.
- 1-3 years of professional experience monitoring, analysing, and assessing a corrective action program and improvement process program using ImpAct and Devonway, completing root-cause investigation using TapRoot, ACA and RCA practices
- Foundational knowledge about maintaining program details, tracking and monitoring compliance metrics, and developing program compliance tracking documentation
- Ability to develop program assessment checklists and auditing documents referencing and utilizing existing programs and standards.
- Excellent interpersonal communication skills – written and oral – and proven ability to maintain successful working relations at all levels within the organization.
- Outstanding organizational skills, with high attention to detail and ability to tailor communications to mixed audiences
- Outstanding relationship management, interpersonal, and problem-solving skills
- Exceptional ability to solve problems through soft and hard analytical skills.
- Ability to work with and learn various software applications such as word processing, spreadsheets, and databases.
- Ability to adapt to a changing environment and respond with initiative.
- Able to provide prompt, clear and concise guidance as required. The candidate must be tactful and diplomatic, able to work effectively with employees, contractors and line management.
- Able to present recommendations, complete regulatory reporting and technical writing in a clear and effective manner.
- Able to effectively handle and diffuse difficult situations real time with internal and external clients.
- Understanding of core Human Performance principles
- Highly motivated and able to work with minimal supervision, punctual and dependable.
- Able to work extended hours and off normal work shifts to support project needs.
- Ability to adapt to a changing environment and response with initiative;
- Ability to prioritize and manage multiple deliverables and task pressures.
- Security clearance eligibility required: Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom.
Working Conditions :
- This role may have occasion travel;
- The work is hybrid in nature with field work necessary as required.
