Title of Assignment: Patent Analytics Consultant
Name of unit/sector: IP Analytics Section / Technology and Innovation Support Division / IP for Innovators Department / IP and Innovation Ecosystem Sector
Place of Assignment: WIPO Headquarters (Hybrid), Geneva, Switzerland.
Expected duration of assignment: Six (6) months, from February 1, 2024 (or as soon as possible thereafter) to July 31, 2024, with the possibility of extension up to two years
1. Objective of the assignment
The IP Analytics Section in the IP for Innovators Department is responsible for developing WIPO’s leadership role in using IP analytics to help Member States develop their IP and innovation ecosystems to drive economic growth and to support researchers, innovators, and entrepreneurs. The Section has several important work plan activities to deliver in 2024, including:
i. Finalizing the third edition of the WIPO Technology Trends flagship publication;
ii. Embedding the Patent Analytics Community of Practice following its successful launch in November 2023;
iii. Preparing three separate patent landscape reports (PLRs), and possible new requests likely to be submitted during the coming year;
iv. Delivering patent analytics training workshops to Member States, with several national and regional seminars planned this year.
In order to ensure the successful delivery of these work plan activities and to balance resources across the team, a patent analytics Consultant is required.
2. Deliverables/services
In the course of this assignment, the Consultant will be required to:
(a) Carry out background research to develop the complex taxonomy required for the WIPO Technology Trends report to ensure that the team accurately capture and analyze patenting in the new and emerging technologies within the sector of interest;
(b) Integrate as an active member of the project teams working on different patent landscape reports, including defining the scope of different reports and accompanying search strategies (of patents and scientific literature), and preparing analysis and visualizations to develop a data storytelling approach to the final reports.
(c) Develop an online community platform to allow the growing Patent Analytics Community of Practice to network, share best practice and collaborate;
(d) Develop interactive and engaging patent landscape reports, storylines and associated graphics on WIPO’s patent analytics webpages;
(e) Improve WIPO’s patent analytics training resources to engage a wider audience through the use of multiple digital communication channels, and develop distance learning courses on patent analytics for the WIPO Academy.
3. Reporting
The Consultant will report to the Patent Analytics Manager.
4. Profile
Essential
i. Expertise in the field of patent analytics (minimum of one years’ experience as a patent analyst), especially in large scale patent analytics projects and expertise in developing taxonomies using patent classifications and keyword;
ii. Postgraduate university degree in a technical field, law, economics, data science, or other related field;
iii. Knowledge of and experience with different patent search and analytics tools and databases;
iv. Excellent analytical, communication, drafting and presentation skills; critical thinking, service orientation and team spirit;
v. Excellent written and spoken English.
Desirable
i. Ability to communicate technical subject matter in a manner accessible to non-specialist audiences;
ii. Experience with open source tools such as Python and SQL;
iii. Experience working with organizations in developing countries and communication with different stakeholders in the innovation cycle;
iv. Knowledge of another UN language an advantage .
5. Duration of contract and payment
The contract will start on February 1, 2024 (or as soon as possible thereafter), and will end on July 31, 2024, renewable up to two years depending on performance.
