UNICEF Brazil has as one of the priorities of its Country Program for 2024-2028 the confrontation of this culture of school failure and enhancement of education quality in Brazil. To this end, the Education area has developed three strategies. First, Successful School Pathways Strategy (SSP), that aims to support municipalities and states in the definition, implementation and evaluation of policies and actions to battle against age-grade distortion. Second, One Million Opportunities initiative was designed to address a significant challenge that Brazil faces regarding the transition of its vast youth population into the workforce. The initiative strives to address these issues by providing skills development, apprenticeships, and employment opportunities for vulnerable youth.

In the context of The One Million Opportunities initiative, Generation Unlimited is a plan of action launched by the UN Secretary-General, in 2018, developed to deliver innovative solutions on a global scale based on a Public-Private-Youth Partnership.

Purpose

Under the supervision of 1 Million Opportunities Staffs, this consultancy is expected to perform activities to manage the pedagogical content production of 1MiO initiative. The consultant will provide technical support for the implementation of curation and pedagogical content production.

Expected results:

1. Expected result: Produce one report per deliverable on the progress, barriers and opportunities identified in the implementation of the project with the Secretary of Education of Minas Gerais and Minas Gerais States, considering the pedagogical content development.

2. Expected result: Work closely with the Education team to support the coordination of the content production of 1MiO initiative (1MiO courses, pedagogical material for educators, content curation and others).

3. Expected result: Work closely with the Education team to support the coordination of curation and adaptation of new courses for 1MiO platform.

Deliverable 1

1st Report: UNICEF’s technical support and accompaniment in the dialog with the Secretary of Education of Minas Gerais, São Paulo and Maranhão States

First round of planning strategy:

  • Systematize the information, organize and share the alignment results (partial) with a focus on drawing up UNICEF’s action plan for implementing the project in partnership with the education secretary. Technical support during the participation in 3 online meetings to monitor the actions with the focal point of the secretary (average duration of 1 hour);
  • Support in systematizing the strategic planning for implementing the project front with UNICEF, in partnership with the state.
  • Participation in 3 face-to-face strategic meetings focused on planning and aligning goals (one day visit and meetings);

Deadline: 1 month

Payment: 10% of the contract

Deliverable 2

2nd Report: Revision and adaptation of the Life Project and Green Skills teaching material for the 1MiO training platform:

  • Work closely with Education and 1Mio teams to adapt the Life Project material, connecting it to the courses on the 1MiO training platform;
  • Validate work of revision and adaptation of the content, based on the feedback of 1MiO and Education officers.

Deadline: 2 months

Payment: 8% of the contract

Deliverable 3

3rd Report: Supervision and revision of content production of 1 1MiO course:

  • Support UNICEF team to select new courses for 1MiO platform (courses from partners in the ecosystem);
  • Work closely with the Education team to review the content production of the 1 course (5 hours). Content production involves scripting, production, recording and video/audio editing.
  • Work closely with the implementing partner and Education team to validate the contents;

Deadline: 3 months

Payment: 8% of the contract

Deliverable 4

4thReport: Provide technical guidance and revision of 1MiO pedagogical guides:

  • Work closely with the Education team to review pedagogical guides of 1MiO initiative

Work closely with the Education team to connect the material with the curriculum of State of Minas Gerais, São Paulo and Maranhão States, also the National Curriculum (BNCC).

Deadline: 4 months

Payment: 7% of the contract

5th Report: Supervision and revision of content production of 1 1MiO course:

  • Support UNICEF team to select new courses for 1MiO platform (courses from partners in the ecosystem);
  • Work closely with the Education team to review the content production of the 1 course. Content production involves scripting, production, recording and video/audio editing.
  • Work closely with the Education team to validate the contents;

Deadline: 5 months

Payment: 8% of the contract

Deliverable 6

6th Report: Training approach for 1MiO training area for UNICEF Seal approach, integrated with learning recovery strategy that aims to work with skills development focused on Life Skills, Foundational, Digital (STEAM and AI), Green and Job specific skills

  • Coordinate the production of online courses to educators, pedagogical coordinator and managers;
  • Coordinate the production of pedagogical material for teachers, pedagogical coordinator and managers;

Support the definition of the scope of 1MiO training area in UNICEF Seal initiative, considering the guidance from the Education team of UNICEF.

Deadline: 6 months

Deliverable 7

7th Report: UNICEF’s technical support and accompaniment in the dialog with the Secretary of Education of Minas Gerais, São Paulo and Maranhão States

Second round of planning strategy:

  • Follow-up, organize and share the alignment results (partial) with a focus on drawing up UNICEF’s action plan for implementing the project in partnership with the education secretary. Technical support during the participation in 4 online meetings to monitor the actions with the focal point of the secretary (average duration of 1 hour);
  • Support in systematizing the strategic planning for implementing the project front with UNICEF, in partnership with the state.
  • Participation in 4 face-to-face strategic meetings focused on planning and aligning goals (one day visit and meetings);

Deadline: 7 months

Deliverable 8

8th Report: Provide technical guidance of training of educator focused on Life Skills, STEAM, AI, environmental education/climate change thematic:

  • Work closely with the Education team to support the revision of the material for the workshops, which will be validated by UNICEF;

Work closely with the Education team to supervise 1 face-to-face trainings for 50 trainers/educators (average of 8 hours of training)

Deadline: 8 months

Payment: 8% of the contract

9th Report: Supervision and revision of content production of 1 1MiO course:

  • Support UNICEF team to select new courses for 1MiO platform (courses from partners in the ecosystem);
  • Work closely with the Education team to review the content production of the 1 course. Content production involves scripting, production, recording and video/audio editing.

Work closely with the Education team to validate the contents;

Deadline: 9 months

Payment: 9% of the contract

Deliverable 10

10th Report:  Provide technical guidance  of Training for educators and managers on the learning recovery, also the theme of Life Skills, STEAM, AI and Green Skills:

  • Work closely with the Education team to support the revision of the material for the workshops, which will be validated by UNICEF;
  • Preparing the material for the workshops, which will be validated by UNICEF;
  • Coordinate the implementation of face-to-face trainings for 160 trainers/educators (average of 8 hours of training)

Deadline: 10 months

Payment: 10% of the contract

Deliverable 11

11th Report: Supervision and revision of content production of 1 1MiO course:

  • Support UNICEF team to select new courses for 1MiO platform (courses from partners in the ecosystem);
  • Work closely with the Education team to review the content production of the 1 course. Content production involves scripting, production, recording and video/audio editing.

Work closely with the Education team to validate the contents;

Deadline: 11 months

Payment: 9% of the contract

Deliverable 12

12th Report: Production of an end-year report on the status and results of UNICEF partnership with Minas Gerais, Maranhão and São Paulo States showing the bottlenecks and potential of the partnership and estimating the demands for support to improve engagement.

Duration of Contract

365 days.

PERFORMANCE INDICATORS

  • Punctuality in meeting deadlines;
  • Quality of the contents;
  • Timely provision of the deliverables;
  • Full adherence to the monthly work plans and diligence as agreed with the supervisor.

Immediately upon signature of the agreement, the UNICEF supervisor and the selected individual contractor will meet for detailed discussion of the Work Plan and the quality criteria for product delivery. Regular meetings will also be scheduled at a distance or in person to follow up the activities defined in the Work Plan. If needed, revisions and alterations may be requested by UNICEF related to quality and technical depth parameters. Only after final clearance from UNICEF Brazil will the payment be processed.

Technical background, and experience required

  • First University or bachelor’s degree in Education, Social Sciences, Political Science, Communication, Public Policy, International Relations or related fields.
  • Teamwork, and good communication skills.
  • At least 7 years of experience in education, project management, teachers and school managers training, content production and related areas.
  • Availability to perform some punctual activity within one of the UNICEF field offices in Brazil.
  • Knowledge or interest in topics related to youth and similar.

Language Proficiency

  • Portuguese.

MINIMUM QUALIFICATIONS REQUIREMENT

  • Degree in education, Social Sciences, political science, Communication, Public Policy, International Relations or related fields.
  • A minimum of 7 years of professional work experience at national or international levels in relevant Education, Environmental Education, STEAM, Life Skills approach, Advocacy, Public Policies or related programs.
  • Knowledge on children’s rights issues, including the Convention of Rights of the Child and the Statute of the Child and the Adolescent.
  • Experience in content production, teachers and education managers training and advocacy with governments.
  • Teamwork skills and capacity to work with tight deadlines.
  • Experience in UN system agency or organization is an asset.
  • Fluency in Portuguese required. Knowledge of English is an asset.

FINANCIAL PROPOSAL 

  • A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum, administrative cost, travel cost and subsistence costs, as applicable.
