Job description

Employees in these positions are responsible for providing customer service at the counter, over the phone and via email. Assisting applicants by providing accurate, comprehensive and professional service on a variety of issues pertaining to building permits. Understanding and explaining regulations, zoning, codes, polices and permitting information that pertain to various projects and their required applications. Hourly pay:

Permit Technician 1 ( Pay Grade 8): $21.73

Permit Technician 2 (Pay Grade 9) $23.59

Permit Technician I

  • Understand policies, County codes, RCW’s, County regulations, application procedures & requirements.
  • Ability to perform input, intake, calculating fees and issuance of permits.
  • Must be able to work positively with the public, peers and supervisors.
  • Responsible for providing correct applications to applicants while clearly explaining the requirements for various permit types.
  • Responsible for daily deposits.
  • Solely responsible for routing applications to appropriate departments or agencies both internally and externally.
  • Audit permits for expiration, renewal or abandonment.
  • High level of customer service and professionalism required.
  • Ability to use GIS, mapping systems, Smart Gov and BlueBeam programs.
  • Must be familiar with Excel, Microsoft Word and Outlook programs.
  • These positions serve all of Island County, driving or traveling to outlying offices will be required.
  • Must have good time management skills, be organized and self-sufficient.
  • Ability to communicate well with customers, co-workers and supervisors.
  • Other duties as assigned.

Permit Technician II

  • Upon good Annual performance review and accomplishing all Permit Tech I skills, employees are eligible to elevate to Permit Tech II with approval from the Permit Manager.
  • Demonstrate a higher level of knowledge related to problem-solving, regulations and decision making.
  • Demonstrate successful performance, judgment and leadership skills.
  • Demonstrate a greater knowledge of Island County regulations, building and land use codes and permitting rules.
  • Ability to run reports, queries and audits on permitting.
  • Successfully and regularly manages a higher level of permits than that of a Permit Tech I.
  • Able to work independently.
  • Mentor new employees as directed by supervisor.
  • Basic knowledge of regulations, Island County Codes, Zoning, Comprehensive plan, Subdivision, site and critical areas ordinances.
  • Strong customer service skills.
  • Ability to maintain and understand the need for confidentiality.
  • Ability to follow directions.
  • Ability to maintain a high standard of accuracy.
  • Ability to grasp new techniques.
  • Remain professional in stressful or rapidly changing situations.
  • Must be able to communicate with others orally, in person and in writing.
  • Independent, self-motivated ability to complete tasks and meet deadlines regularly.
  • Valid WA state Drivers license.
  • High school Diploma or equivalent.
  • 2 years of general office experience.
  • Familiarity with GIS, mapping, and typical office software.
  • Experience with any of these: title work, legal descriptions, permitting or architecture
