Position Overview
Responsible for reviewing development applications to identify land use compatibility concerns and risks to the safety, well-being and security of citizens, the community and City. Identifies necessary studies to be conducted by development community to further review and mitigates safety impacts of proposed developments on the municipality and its citizens. Validates studies through internal review utilizing appropriate tools and consultation with other departments.
Qualifications and Experience
- University Degree in planning, engineering, environmental studies, public or business administration or suitable equivalent, in addition to a certificate or advanced degree in disaster and emergency management or public safety. Preferred: Membership in or certification by relevant organizations that may include Canadian Institute of Planners, Ontario Professional Planners Institute, Professional Engineers of Ontario and Disaster and Emergency Management.
- Minimum six (6) years’ experience, preferably in a municipal environment.
- Extensive working knowledge of related applicable legislation, practices and principles of emergency planning, land use planning and public safety.
- Knowledge of United Nations Disaster Risk Reduction – Making City’s Resilient objectives.
- Sound knowledge of emergency management principles and theory, including hazard identification and risk assessment.
- An understanding of Ontario’s Provincial Planning regime including the Planning Act, the Provincial Policy Statement, Provincial Plans and the Regional Official Plan.
- Knowledge of processes prescribed under the Environmental Assessment Act.
- Excellent verbal communication and presentation skills. Demonstrated ability to communicated complex information to a variety of audiences and engaging in consultation processes.
- Excellent strong leadership, project management, interpersonal, communication, presentation, problem solving, analytical and decision-making skills.
- Experience using plume modelling software and dangerous goods databases and guidebooks.
- Valid Ontario Class G driver’s license in good standing.
- Knowledge of, or demonstrated ability in, the City’s core competencies and relevant functional competencies.
