What you will do
The Business Analysis and Policy Development (BAPD) team evaluates the policy framework for the cash system and makes recommendations to ensure cash continues to be available for Canadians who want or need to use it.

You will help monitor the domestic and international currency and payments markets to understand trends and challenges, identify issues relating to the use of cash, propose and recommend policy options to support achieving the mandate and promise to Canadians.

As a Principal Analyst, you will:

  • Identify and raise issues relating to the future of cash and the long-term sustainability of the cash system;
  • Develop sound strategic and policy advice both on your own and in collaboration with Currency and other Bank colleagues;
  • Suggest, lead and conduct original, high-quality analysis and policy option development based on a strong understanding of the Bank’s public policy mandate, especially as it relates to Currency;
  • Engage with internal and external stakeholders to understand, and effectively account for, a broad set of constraints and perspectives;
  • Liaise with government authorities and other central banks and support stakeholder relations work;
  • Provide leadership to the team and coach others in their work especially in the area of policy analysis and development and have the ability to build and cultivate a broad network of internal and external relationships to support the team’s work;

  • You have a proven track record of developing practical and well-reasoned policy advice, leveraging strong critical reasoning skills. You can distill complex information and balance competing objectives and diverse perspectives.
  • You have strategic vision and can translate this vision into concrete plans.
  • You have an understanding of the legislative process.
  • You are intellectually curious and strive to build expertise in new and complex subject areas.
  • You can build and maintain a network of internal and external relationships.
  • Strong interpersonal, coaching and communication skills , including the ability to lead and work collaboratively within a team

We are looking for an effective communicator who can educate and socialize policy analysis and options, with the ability to produce high-quality briefing notes, presentations and other communication tools in order to gather input, build consensus and develop or present strong recommendations. You are self-motivated, capable of taking initiative and can demonstrate creativity.

Experience with the cash or payments ecosystem, driving legislative change and change management is considered an asset.

Your education and experience
This position requires a master’s degree in public policy, business or law with a minimum of seven years of recent and relevant experience. We may also consider an equivalent combination of education and experience.

What you need to know

  • Language requirement: English and French essential (bilingual) with a minimum starting level of intermediate (level 3) in second official language. Training may be provided to help reach the required level of functional (level 4) in second official language.
  • Priority will be given to Canadian citizens and permanent residents
  • Security level required: Be eligible to obtain Secret

  • Salaries are based on qualifications and experience and typically range from $101,325 to $126,660 (job grade 18)
  • The Bank offers an incentive for successfully meeting expectations at 7 to 10% of your base salary. The Bank offers performance pay for those who exceed expectations (15% of your base salary).. Exceptional performers who far exceed expectations may be eligible for higher performance pay.
