For more information about ProBAR, please visit our website:Job Summary / General Purpose of JobThe Security & Safety Manager is responsible for ensuring the safety and security of all ProBAR staff, offices, assets, and operations. Based at the main office in Harlingen, Texas. The position provides support and advice to ProBAR leadership and staff on managing risks and implementing security protocols for 300+ staff delivering immigration services in the Rio Grande Valley and Houston region.Essential Job Functions and Responsibilities (listed in order of importance and/or time spent)

  • Manages the day-to-day safety and security operations and implements security policies and procedures.
  • Conducts regular security assessments and stakeholder analysis and makes recommendations for improvements.
  • Works together with the existing safety team to ensure all safety and security procedures are followed and evacuation and contingency plans are up to date. In collaboration with the safety team, coordinates safety efforts, including education and training on safety equipment, such as fire extinguishers, first aid kits, etc., as needed.
  • Responds to security incidents and provides immediate support and assistance to affected staff, as applicable.
  • Conducts investigations of security incidents, completes post incident reporting, and delivers findings to ProBAR and ABA leadership.
  • Produces and maintains accurate security records and reports.
  • Provides/identifies security training opportunities, as appropriate.
  • Participates in any security-related procurement activities. Manages, as appropriate, any security services required within the scope of the program.
  • Develops relationships and engages with local first responder, law enforcement and federal immigration facility security leadership stakeholder networks.
  • Works with ProBAR, ABA leadership, and ABA Security Director to plan, coordinate, and execute security plans for international travel and cross-border travel to Mexico border region (Tamaulipas, Mexico).
  • Provides security briefings to incoming staff and visitors.
  • Oversees security staff timekeeping, is responsible for pertinent staff and vendor recruitment efforts, and ensures adequate oversight of HR matters within the position’s area of operation.
  • Provides day to day management and oversight of contract security professionals onsite at ProBAR locations.
  • Supports business development efforts within their area of expertise, as needed.
  • Performs other related duties as required.

Required Education, Qualifications, Experience

  • Bachelor’s degree from an accredited university in relevant field and at least five years of relevant, professional experience (military, police, or NGO security) in roles with increasing levels of responsibility—or 7 years of relevant, professional experience (military, police, or NGO security) in roles with increasing levels of responsibility for those without a bachelor’s degree.
  • Extensive experience in managing safety and security systems and protocols.

Demonstrated understanding of complex emergencies, related security concerns, and appropriate responses to such emergencies. Good contextual analysis skills. * Excellent oral and written communication skills in English.

  • Experience in developing and delivering security training.
  • Must have reliable transportation to travel to off-site work locations.
  • Must have reliable internet and phone connection.
  • This position requires the ability to travel to and enter care provider facilities funded by the Office of Refugee Resettlement, Administration for Children and Families, United States Department of Health and Human Services which provide housing and services to unaccompanied immigrant children. In addition, the position requires the ability to travel to and enter detention and court facilities funded by the Department of Justice Executive Office for Immigration Review and the Department of Homeland Security.
  • In accordance with federal regulations, this position will require background checks and security clearances.

Preferred Education, Qualifications, Experience

  • Spanish language fluency.
  • Experience supporting federal contract services or non-profit organizations in the immigration field.
  • 2+ years experience in leadership or supervisory capacity.

Physical RequirementsWill be assigned to the ProBAR Harlingen office, but will be required to undertake domestic and international travel under normal and short-notice basis.TravelAs a normal course of business, this job will typically require domestic and/or international travel of up to 25% of the time.The Benefits and Incentives Offered
