Procurement and Fleet Officer* 

in Erbil 

 

The position is to be filled as soon as possible, with an initial contract duration until 31.12.2025. Employment location will be Erbil,in KRI. The position is paid according to SG6  (2,795,000IQD) as Gross Salary.

.

 

The aim of the position is the smooth functioning of the local procurement.

 

Your responsibilities

 

  • Manage the procurement of goods at the local market o Arrange for and compare quotations, according to Welthungerhilfe guidelines  o Prepare tender documents o Prepare comparative documents o Order goods
      • Arrange for and co-ordinate the delivery of goods o Keep a database on suppliers
      • Regularly evaluate the suppliers’ performance and search the market for alternatives
      • Prepare invoice, delivery receipts and other papers before submitting them for payment
      • Prepare delivery notes
      • Inform projects/programmes of location and time of delivery
      • Record important data during and after completion of transaction (procurement database and files)

 

  • Arrange for customs clearing of international goods o Prepare and submit necessary documents to retrieve imported goods from customs o Prepare and submit necessary documents for the duty-free status of goods o Request copies of important shipping documents from suppliers o Monitor and follow up on the arrival and customs clearing process of goods o Co-ordinate the pick-up and delivery of goods
      • Record important data during and after completion of customs clearance (customs clearing database and files) and print statistical reports, as required
      • Monitor the performance of agents providing customs clearance services for

Welthungerhilfe o Follow up on internationally procured goods  o Coordination with Welthungerhilfe HQ Germany

           

 

2.2     Duties without own area of responsibility

 

  • Support the inspection of delivered materials and arrange for replacement if defective
  • Fulfillment of any other tasks which are assigned by the management and correspond in general with the character of this position

 

2.3           Specific activities and duties of the position / Position specific qualifications

 

To be filled in or described individually by the Country Director or immediate superior 

 

  •   The procurement officer is responsible for the warehouse management in Duhok Office.  

 

  •   The procurement officer is responsible for managing the tenders on EU-portal (creating new RFT’s, uploading tender, closing tenders).

 

  •   The procurement officer is responsible for the following up the contracts (Service contracts, Framework Contracts, LPO’s. Etc.)

 

  •  The procurement officer is responsible for the Logistics Induction for the newly joint staff.

 

  •  Participation in partner assessment.

 

  •  Preparing donation certificate and handover protocol document.

 

  •  Preparing contracts for hotels and venues.

 

  •  Updating procurement tracker and SPR number.

 

 

Fleet Tasks:

 

  • Oversee the day-to-day operations of the organization’s fleet, ensuring vehicles are operational, well-maintained, and available for use when required.
  • Ensure that all vehicles are compliant with relevant regulations, including registration, insurance, and safety checks.
  • Manage and update fleet records, including vehicle status, usage logs, and maintenance history.
  • Regularly input and update vehicle data, including maintenance schedules, fuel consumption, mileage, and repair history, into the FleetWave system
  • Ensure accurate reporting of fleet-related data and performance through the FleetWave dashboard and analytics tools.
  • Monitor vehicle performance using FleetWave to track maintenance needs and schedule preventive maintenance to avoid unexpected breakdowns.
  • Use FleetWave to monitor fuel consumption.
  • Regularly update vehicle information and fleet-related data into the FleetWave system, ensuring the integrity and accuracy of the records.
  • Prepare and manage movement plans for all vehicles between offices and coordinate daily transportation activities, and vehicle availability.

Qualifications & Preferred Skills

  • University degree 
  • 2 to 5 years’ professional experience working in similar position with relevant tasks and responsibilities

Foreign language skills

  • Fluency in English ,Kurdish and Arabic (written and spoken),
