About the PositionDexis is looking for a highly qualified Program Manager to support anticipated work on Planning, Evaluation, and Analytics Support Services (PEASS) with the U.S. Immigration and Customs Enforcement (ICE). This project will augment the analytical capacity of HSI by conducting complex analysis and documentation, and delivering data-driven, fact-based decision making. The goal is to deliver actionable information, interpretation, and recommendations that will further the Homeland Security Investigations (HSI) mission. The Program Manager will be responsible for the ultimate performance of the tasks specified in the performance work statement. They shall provide expert advice/guidance regarding analytics, risk management, setting and evaluating performance measures, business process improvement. and communicating complex concepts to an executive-level audience.This position is contingent upon award and will be based in the Washington, DC metropolitan area.Responsibilities

  • Oversee the day-to-day administration of the contract, overseeing all staff and providing technical direction and overall guidance for all activities and deliverables under this contract.
  • Serve as the primary administrative point of contact between ICE and all other team members regarding development of tools and progress on project deliverables.
  • Provide technical guidance and leadership in execution of the contract, including the development of M&E strategies and processes, designing and utilizing data collection tools, and analyzing data.
  • Directly supervise a large team, advising the team in their tasks, providing oversight, and ensuring the successful completion and delivery of all products that meet ICE’s requirements and standards.
  • Track tasks and deliverables across the contract, working to mitigate risk and ensure the high quality of deliverables.
  • Provide quality control review and ensure all deliverables meet customer expectations.
  • Oversee the reporting cycle
  • Attend regular meetings with the client, prepare required reports on project progress, and ensure consistency of staffing and levels of effort.
  • Provide vision and overall leadership to program operations.
  • Drive the achievement of program results by ensuring the provision of timely, relevant, high-quality services.
  • Other duties as assigned.

Qualifications

  • Master’s degree (MA/MS) in Business Administration, Operations Research, Mathematics, Statistics, Business Analytics, or a similar field.
  • Bachelor’s degree and 12 years of relevant experience
  • 10 years of experience with complex analysis requiring knowledge of advanced management concepts, program and project management, risk management, and business process improvement/development.
  • 10 years of experience with performance measures and efficiency statistics.
  • 10 years of experience synthesizing complex issues, concepts, and analyses for an executive-level audience.
  • 10 years of experience in managing projects to include gathering information from various sources and assembling the information into a comprehensive work product for leadership decisions, in addition to working with a variety of diverse and complicated projects and performing under tight time constraints.
  • 5 years of experience managing large teams.
  • Eligible to receive a security clearance.

Preferred Qualifications

  • Familiarity or prior experience working with HSI, in particular Strategic Planning, Analysis, and Requirements (SPARq) Unit and Budget Formulation and Reporting Unit (BFR).
  • 10 years of management experience, leading multi-disciplined teams of analysts, and other personnel.
  • 10 years of Assessment, Monitoring, and Evaluation (AM&E) experience in the security sector for a national organization, an NGO/IGO, the UN, or private industry.
  • Active security clearance.
