Responsibilities may change from time to time as required by GAUR.DUTIES AND RESPONSIBILITIES

  • Oversees all phases of program(s) from initiation through delivery.
  • Directs programs which represent significant future growth in several distinct developing products or components. Applies new technologies or methods to coordinate applications across program requirements.
  • Responsible for program(s) significant to the company’s strategic business objectives.
  • May be responsible for decisions where erroneous decisions could cause substantial inefficient or unnecessary expenditure of time and resources.
  • Play a lead role in strategic planning to bring new enterprise into successful operation.
  • Implement strategic plans developed for the new enterprise.
  • Regulatory permitting and licensing expected to be critical focus for the start of the enterprise.
  • Lead and manage all aspects of stakeholder relations, including identifying key stakeholders, (e.g., Indigenous groups, Federal & State regulators, Federal & State politicians, local county and community officials and citizens, NGO’s, academic institutions (universities, National Laboratories), etc.), developing inclusive engagement plans, and building and maintaining strong, proactive relationships to accelerate permitting and licensing.
  • Act as the primary point of contact for all stakeholder communications.
  • Ensure all projects comply with relevant laws and regulations. Coordinate with internal and external teams to prepare, submit, and obtain necessary permits and licenses. Keep abreast of regulatory changes that may impact the organization.
  • Identify potential risks associated with permitting and stakeholder relations. Develop and implement mitigation strategies to address these risks proactively.
  • Work closely with internal teams, including legal, environmental, operations, and project management, to ensure a cohesive approach to permitting and stakeholder engagement. Facilitate cross-functional collaboration to resolve issues and advance project goals.
  • Maintain comprehensive records of permits, stakeholder communications, and engagement activities. Prepare and present reports to senior management, highlighting progress, challenges, and strategies for moving forward.
  • Evaluate the effectiveness of permitting and stakeholder engagement strategies and processes. Implement improvements to enhance efficiency, reduce costs, and improve stakeholder satisfaction.
  • Direct all phases of the program(s) from conceptualization through completion, including planning and managing technical performance to ensure quality, business, and financial objectives are attained.
  • Consult with executive management to develop and implement current, annual, and long-term technical, schedule, quality, business, and financial objectives for the program(s) and play a key role in the development of Group/Company objectives which have a long-range forecast projected to continue for multiple years.
  • Interact with senior management concerning matters of significance to the company. Act as primary contact for program issues.
  • Direct, influence, and coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract(s). Influence contract acquisitions, negotiations and modifications.
  • Ensure technical leadership and excellence is maintained by directing and participating in the planning, attraction, selection, retention, and development of the required management, professional, and technical talent.
  • Identify program issues and provide leadership in developing solutions such as re-allocation of resources or modifying contract specifications.
  • Direct the development of and ensure the security of proprietary technology and maintain the strict confidentiality of sensitive information.
  • Other duties as assigned or required.

  • Typically requires a Bachelors, Masters or PhD in a technical field as well as fifteen or more years of progressively complex program administration experience with at least nine of those years managing programs. Previous regulatory experience is not considered essential.
  • Strong leadership skills with the ability to motivate and manage teams.
  • Exceptional presentation, communication, and negotiation skills, with the aptitude to engage effectively with a diverse range of stakeholders.
  • Strategic thinker with excellent problem-solving skills.
  • Must demonstrate an extensive understanding of project management processes and procedures, planning and scheduling methods, and budget management as well as the ability to organize, schedule, and coordinate workloads to meet established milestones and budgets.
  • Must be able to identify issues, analyze and interpret data and develop solutions to a variety of non-routine issues of diverse scope and nature. Strong analytical, communication, documentation, presentation, and interpersonal skills are required.
