ORGANIZATIONAL SUMMARY:
The Lawton and Rhea Chiles Center for Healthy Mothers and Babies is the first choice in the nation for maternal and child health research, education and service for scholars, practitioners, policymakers, advocates, families, and students. The Center houses a variety of projects researching maternal and child health. The Center employs faculty, staff and students.
POSITION SUMMARY:
The primary focus for this position is to work with organizations as well as assisting with community-based outreach for the federal Children’s Health Insurance Program (CHIP), Medicaid and Florida Kid Care. Provide direct and ongoing communication, training and technical assistance for engaging and sustaining outreach efforts and increasing program retention in communities.
This position requires travel, including overnight, to different parts of the state and requires a valid Florida driver’s license and reliable transportation.
RESPONSIBILITIES:
Work collaboratively with community partners, funding organizations, and the university to assess community needs. Conduct statewide outreach and provide technical assistance and enrollment assistance to education and other community-based programs.
Carry out the statutory and regulatory duties of a Navigator including: maintaining expertise in eligibility, enrollment, and
program specifications including that of Medicaid and CHIP in addition to the Federal Health Insurance Marketplace; conducting public education activities to raise awareness about the Marketplace; providing information and services in a fair, accurate, and impartial manner; facilitating selection of a Qualified Health Plan (QHP); providing referrals to any applicable office of health insurance consumer assistance or ombudsman established under Section 2793 of the Public Health Service Act to address consumer grievances, questions, or complaints about their health plan, coverage, or a determination; and providing information in a manner that is culturally and linguistically appropriate and accessible to individuals with disabilities.
Develop work plan and timeline to support and implement program activities in support of overall program mission and regularly evaluate current activities. Provide direct and ongoing communication, training, and technical assistance. Serve as liaison regarding ongoing outreach activities and trainings. Develop informational materials for promotion and marketing of all workshops and activities being offered, including newsletters, pamphlets, and web postings.
Develop data collection methods for statistical database, such as workshop evaluation questions to determine impact, analyze quantitative and qualitative data to evaluate program and training effectiveness. Maintain complete, accurate and timely enrollment and outreach data for record keeping on a weekly and quarterly basis. Assist with monthly and year end reports, as needed.
Travel to deliver consumer services, attend conferences/meetings, conduct presentations and workshops, meet with funding source representatives, or for
other purposes required to support the program.
Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor’s degree in Public Health, Communications, Social Work, Project Management, or related field and two years of community programs and/or project coordination experience; or Master’s degree in an area of specialization appropriate for the program.
PREFERRED:
Some positions may require bilingual skills (English/Spanish). Knowledge of community and/or project management, coalition building, and community outreach. Working knowledge of all MS Office software applications. Prefer knowledge of USF procedures.
