Overview:The Secretary’s Office of Global Women’s Issues (S/GWI) promotes the rights and empowerment of women and girls globally through U.S. foreign policy, partnerships, and programs. The Program Specialist position on S/GWI’s Global Programs Unit is responsible for assisting S/GWI Grant Officer Representatives (GORs), Program Officers, and other staff in ensuring effective execution of program requirements by establishing systematic methods for every stage of the grant and program process, including pre-award, award, implementation, and closeout. The program specialist will have experience with foreign assistance and international programming, ideally related to gender equality and women’s empowerment; women’s economic security; Women, Peace, and Security (WPS); prevention of and response to gender-based violence (GBV); and/or related areas. S/he will assist the S/GWI Global Programs Unit in managing programs globally to advance women’s economic security; promote the participation and protection of women and girls in alignment with Women, Peace, and Security (WPS); and prevent and respond to gender-based violence. The position may report to the Division Chief or Deputy of the Global Programs Unit. Responsibilities:
- The program specialist assesses activities to determine funding requirements and to determine whether funding is warranted and available; provides support to pre-award grant processes, including by analyzing program and budget proposals and assisting in presenting them to the State Department panels; prepares justification or recommendation memoranda for review and approval by appropriate officials; and provides follow-up problem-solving assistance, guideline interpretations, and technical consultations as required to applicants for S/GWI funding. This will include providing information to the NGO community and other implementing organizations regarding the USG and S/GWI grants processes.
- The program specialist liaises and assists with program administration, financial planning, and acquisition of programming funds. In this capacity, s/he will communicate S/GWI’s program goals and objectives to other State Department and U.S government offices, including but not limited to regional bureaus, office of acquisitions management (AQM), office of the legal advisor (L), congressional liaison office (H), office of foreign assistance (F), USAID, and other interagency offices. S/he will assist with Congressional requests for information regarding programs and S/GWI program objectives.
- Program specialist maintains, updates, and develops as necessary systems for the efficient and accessible retrieval of documents regarding the allocation, notification, transfer, and implementation of assistance funds managed by or allocated to S/GWI. S/he will track the award of grants, maintain lists of current grants and GORs, and collect and record narrative and financial reports. S/he will be responsible for maintaining S/GWI program and organizational files.
- Coordinate and assist S/GWI Grant Officer Representatives (GORs) and Program Officers in the administration and coordination of gender equality/women’s empowerment foreign assistance programs.
- Assist in the coordination of foreign assistance funding throughout the federal assistance life-cycle that include pre-award, award, post-award, and close phases for grants and cooperative agreements.
- Assist the GOR staff and Grant Officers (GO) to monitor grant budget execution to ensure program objectives are met.
- Support pre-award grant processes, including conducting technical review to ensure applications meet established requirements, providing panel instructions to voting and non-voting panelists, organizing panel materials including scoresheets, and documenting the panel discussion.
- Collect grant documentation for review by the GO, the S/GWI Front Office, and decision-making committees that select grant recipients according to established evaluation criteria and within available funding levels.
- Liaise with offices involved in administration, financial planning, and acquisition of program funding.
- Skillfully communicate verbally and in writing to provide briefings, status reviews, and recommendations upon request to the other S/GWI staff on grant management issues
- Maintain and update federal assistance award information in Department databases and S/GWI records in alignment with Department and S/GWI records management requirements
- Track the foreign assistance lifecycle progress throughout the fiscal year
- Liaise with grantees on administrative issues as directed by the GOR and Program Officer
- Provide support to processes for the S/GWI Global Programs Unit, including clearance and submission of action and information memorandums and other documents to the S/GWI Front Office
- Coordinate with Global Programs staff to ensure grant program reviews and program narratives are up to date, in support of annual program reviews, annual Federal Assistance Directive (FAD) reviews, and similar processes.
- Track earmarks, directives, and key issue attributions of S/GWI-managed foreign assistance
- Apply internal control measures to protect organizational integrity and prevent unauthorized use or misappropriation of sensitive and classified material; report instances of security violations or problems to the appropriate supervisory and management official; assume responsibility for safeguarding all classified and sensitive (but unclassified) material and equipment in assignment area(s).
- Under the supervision of the GOR or Program Officer, assist the GOR on an award to ensure the implementer is compliant with federal regulations. Provide quarterly updates, coordinate and conduct check-in meetings with grantee and draft project updates for the GOR to review.
- Liaise with implementer to coordinate stakeholder workshops and prepare documents for events as needed,
- Attend stakeholder workshops and conferences on topics related to their duties and responsibilities, provide program monitoring and technical assistance to grantees, while supporting S/GWI GORs and Program Officers.
- Coordinate with the Global Programs Unit to create and track a yearly portfolio spend plan, as needed.
Qualifications:Education
- Bachelors’ degree preferred with 3-5 years’ work experience or a master’s degree with 1-3 years’ work experience will be reviewed for position. This is not an entry level position.
Qualifications
- Must be a U.S. citizen and possess or be able to obtain a Secret clearance. Preference will be given to those with active security clearance.
- The candidate must have experience with foreign assistance and international programming.
- Experience and/or academic study related to gender equality and women’s empowerment; women’s economic security; Women, Peace, and Security (WPS); prevention of and response to gender-based violence (GBV); and/or related areas is strongly preferred.
- Must be able to travel globally to highly sensitive areas as needed.
- Strong technical writing skills and ability to edit documents.
- Ability to juggle multiple priorities under short deadline with minimal supervision.
