Work Unit Overview:

The Water Resources Division (WRD) is responsible for managing Montana’s water for the present and future needs of its people. Comprehensive coordination of the development and utilization of the state’s waters allows the Division to protect existing uses and to promote adequate future supplies for domestic, industrial, agricultural, recreation, the conservation of water for wildlife, aquatic life and other beneficial uses.

The Water Planning, Implementation, and Communication Bureau (PIC) staff engage with stakeholders both internally and externally to identify and prioritize needs and opportunities throughout the state; develop, analyze and facilitate implementation of water policies, rules and regulations; represent and protect Montana’s water interests in interstate and international river basins; ensure compliance with Montana’s tribal and federal water compact obligations; work with stakeholders to resolve water management issues at the local, regional, state, federal and international levels; and ensure that both Montana residents and DNRC staff are supported with clear and consistent guidance and communication. The PIC Bureau also provides watershed and basin planning studies and assistance with project planning, funding and implementation. The Bureau fosters stewardship of the state’s water resources by delivering diverse outreach programs and initiatives to the public, other divisions within DNRC, state and federal agencies and regional conservation partners. The PIC Bureau is organized into three work units or sections: Communications, Compact Implementation and Water Resources Planning. This position is supervised by the Planning, Implementation, and Communications Bureau Chief.

Job Overview:

The Compact Implementation Program Manager is responsible for the development and administration of the Department’s Compact Implementation Program. The State of Montana is signatory to 18 legislatively ratified Reserved Water Right Compacts (Title 85, Chapter 20, Parts 2-19 MCA). Seven compacts represent negotiated settlements for the equitable division and apportionment of waters between the State and the seven tribal nations claiming reserved water rights within the state. Eleven compacts represent negotiated settlements for the equitable division and apportionment of waters between the State and the federal government claiming federal reserved waters within the state. The Montana Legislature has committed over $ 150,000,000 toward water compact settlements.

Each compact obligates the State of Montana to fulfill its commitment to implement the negotiated terms and conditions found in each settlement. While some terms and conditions are found in all 18 compacts, many others are unique to a single compact. Several compacts also include associated agreements between the negotiating parties creating additional obligations for the State of Montana. Implementing the complex terms and conditions of each compact settlement will require creative problem solving involving a broad range of historical, economic, scientific, political and legal issues. Since implementation of federal reserved water right compacts are a relatively new function for the Department, the Program Manager does not have the benefit of institutional knowledge to serve as guide.

Implementation of the compact agreements will have major impacts on future water resource allocation, management, and development throughout the state. The Program Manager is responsible for providing direction, guidance and assistance to the Department in developing Montana’s strategy for meeting its compact obligations and for developing the programs, policies, and administrative procedures for implementing the strategy. The Program Manager is responsible for decisions on how to carry out policy, rules, and pertinent laws to ensure the Department’s responsibilities are carried out in a consistent manner. Daily work activities will involve addressing issues, facts and concepts that are vague, disputable, controversial, and politically sensitive. While work is performed within parameters established by law, administrative rule, and Department policy, the Program Manager has considerable latitude for discretion and judgement.

Qualifications

Minimum Qualifications (Education and Experience):

  • A master’s degree with major study in environmental studies, natural resource policy, political science, public administration or a closely related field and at last five years’ of progressively responsible program management and supervisory work experience in a related position.
  • Experience working with Tribal governments and federal agencies.
  • Experience in program development and project management that includes supervising professional staff, and communicating technical information to elected officials, government employees, and the public.

Special Information: Candidates must be eligible to work in the United States. A valid driver’s license is required with less than 12 conviction points in the most recently completed 36 months.
