Office/Unit/Project Description

In India UNDP is a long-standing partner of the Ministry of Health and Family Welfare (MoHFW) and its institutions at the State and District level. Guided by the government, the UNDP India work is fully carried out in close coordination with partner UN agencies and is focusing on better health services provided to population of India.

The overarching goal of UNDP’s work on health system strengthening in India is to facilitate equitable access to basic services by strengthening capacities of communities to demand and access services, and of institutions to deliver quality, timely and stigma free services and LNOB (Leaving no one behind).

The Gavi Alliance co-funded Health System Strengthening (HSS) programme is one of the efforts of the MoHFW to improve the quality and level of immunization coverage in India. UNDP has been a trusted partner of MoHFW and GAVI for many years in this flagship programme that has nationwide coverage and has supported vaccine delivery to over 1 billion people. The initially developed solutions (eVIN and CoWIN) have proven themselves well and now UNDP is given a unique opportunity to develop and integrate a new universal vaccination solution – U-Win – which will be the focus on the next phase of support.

While a large part of the HSS programme is related to digital solutions development, capacity building and implementation, it also includes technical support to the Ministry of Health and Family Welfare for prevention and management of non-communicable diseases, Neglected Tropical diseases and for leveraging technologies to track high risk pregnancies and thereby reduce maternal and child mortalities rates. Working closely with other development partners, the programme also supports the National AIDS Control Organization’s efforts in prevention and control of HIV and AIDS.

The results of the work of Project Analyst-IT has a direct impact on the development, roll-out and implementation of the project and the achievement of results. Reporting to the Project Manager and managing a team of IT Project Officers.
Duties and Responsibilities:

Under the overall strategic guidance of the Project Manager, Project Analyst-IT is responsible for coordinating with implementing partners for the development and deployment of the Electronic Vaccine Intelligence Network solutions (for web application and java, android based mobile applications), including;

Duties and Responsibilities:

  • Coordinates with implementing partners to better understand needs and expectations that aligns with the development and roll out of the systems, platforms and modules, as appropriate.
  • Develops, oversees and proactively manages troubleshooting protocols of the team, proactively identifying and responding to issues and systematically eradicating bugs;
  • Management of the central and out posted IT troubleshooting teams (internal and external), ensuring streamlined coordination and readily available on-demand support and measurable performance metrics
  • Identifying, tracking and facilitating upgradation of IT solutions as and when required;
  • Manage and track data and ensure data security/privacy measures and data quality (output)
  • Substantive input to the development and tracking of business process mapping and workflows of the project IT teams
  • Lead and/or provide substantive technical inputs during User Training (Train the Trainers), as directed;
  • Ensures proper management and upkeep or Software Documentation including as it relates to intellectual property that complies with UNDP corporate information management and technology standards;
  • Ensures smooth transfer of vaccine intelligence network solutions to MoHFW data Centre.

Programme Planning and Implementation:

  • Advisory support to the continued development and implementation of the Vaccine Intelligence Network that includes vaccine logistics and cold chain management on one single information system platform in all states covered by the project/and as directed.
  • Systematic and phased scale up of U-WIN and IT related initiative.
  • Support the security audit of the vaccine intelligence network solutions from empaneled agencies under Ministry of Electronics & Information Technology, Government of India
  • Support the development of necessary transitions plan for the seamless handing over vaccine intelligence network solutions to Ministry of Health, as appropriate.
  • Implementation of other projects under Health System Strengthening (other than the vaccine intelligence network)
  • Requirement analysis, ToR preparation for vendor selection, technical assistance to other Units of UNDP including related substantive technical input to assessments of vendors and other procurement activities, including inputs on performance of IT related teams/support, based on established performance metrics.

Capacity Building and Technical Assistance:

  • Partners at the state and district level health vaccine structures to assess and understand the capacity needs and support required for the effective and timely implementation of the vaccine intelligence network solutions;
  • Based on the assessed needs, support in undertaking capacity-building at the district level.

Monitoring and Evaluation:

  • Undertake regular field visits to monitor the implementation of the system and providing technical inputs to address gaps and bottlenecks;
  • Assist, support and monitor the identified implementing agency/partners in the implementation of the system at the district and sub district level;
  • Document the vaccine intelligence network implementation process and analytical learnings from the implementation.

Required Skills and Experience
Education:
  • Advanced university degree (Master’s degree or equivalent) in Computer Sciences /Information Technology or related field; or
  • A first-level university degree (Bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
Experience:
  • Minimum of two (2) years of experience with Master’s or four (4) years with Bachelor’s degree in: Providing management advisory services, hands-on experience in information technology project implementation with knowledge of supply and cold chain management mechanisms
  • Expertise in managing cloud services, preferably AWS certified.
  • Experience in managing and scaling large technology driven projects; preferably in health sector will be an asset;
  • Experience in the usage of computers and office software packages, experience in handling web-based management systems with Advanced skills in data management and systems.
  • Excellent interpersonal, networking and team building and leading skills.
  • Excellent analytical skills
  • Demonstrated skills in procurement management practices.
  • Experience working in the UN system
  • Experience working with and collaborating with government agencies, international organizations, and community leaders.
  • Knowledge of corporate UN/UNDP regulations, rules, and procedures

Required Languages:

  • Excellent knowledge of written and spoken English. A good working knowledge of local language of the duty station will be an asset.

Remuneration:

  • Remuneration starting at 1,995,954.56 INR (Annual) / 166,329.55 INR (Monthly) as per the scale depending on qualifications and experience. The remuneration is excluding 8.33% pension amount paid over and above the salary
