- Delivering work packages (or components of scope) on the Port Hope Project so that these scope components are achieved safely and achieving the set scope on budget and schedule.
- Managing all stages of the project life cycle, from project concept, planning, design, procurement, implementation/execution, to close-out.
- Defining the scope of the project, deliverables, and timing.
- Leading 3-4 work packages or pieces of scope over a 3-5 year horizon.
- Directing, assigning, and overseeing project work of junior project staff under the overall direction of the Manager.
- Interfacing, collaborating, and directing support staff (such as project controls, construction, communications, and procurement) as appropriate to ensure the successful delivery of the project.
- Guiding, coaching, and motivating junior project staff to meet quality, scope, and cost constraints.
- Establishing and controlling the project scope and managing the risks.
- Managing deliverables within the estimated timeframe and notifying management of issues that could potentially impact the cost and timing of the project.
- Establishing and administering Work Package budgets and schedules and supporting management in managing the overall Port Hope Project (PHP) budget and schedule.
- Managing changes to the scope of work within project management guidelines, including initiating Change Control processes and documentation.
- Reviewing the technical and execution implications of change orders proposed by project partners, contractors, and consultants.
- Providing expert advice and leading the development of ingenious, practical, and economical solutions to specific engineering problems encountered by the project.
- Monitoring and evaluating technical progress on engineering, design, procurement, construction, and remediation work activities, studies, and contracts against standards, objectives, and specifications.
- Providing advanced technological advice and support as required to address specific problems the project encounters.
- Monitoring deliverables for completion and progress, technical accuracy and adequacy, and assessing the need for potential changes in scope, cost, schedule or quality.
- Providing oversight of contractor work in the field, particularly for scope and schedule adherence, progress verification, quality, safety, and license considerations.
- Overseeing and reviewing reports and documents prepared by the PHP design consultants and other contributing parties to ensure accuracy, high quality, and consistency with formats/requirements to PHAI and CNL technical documentation standards.
- Participating in the interviewing of project staff in conjunction with functional managers.
- Leading the ongoing delivery of project objectives, including setting project-related performance objectives, providing regular feedback and guidance to project staff, and potentially making recommendations concerning the training, appraisal (performance evaluation), and discipline of staff assigned to the project.
- Establishing and maintaining effective working relationships with contractors, consultants, and other contributing parties to ensure project management infrastructure standard methods, processes, and practices are applied to ensure effective execution of work performed on behalf of the PHAI.
- Ensuring environmental aspects are considered on job sites and maintaining daily job logs throughout the project.
- Assisting in the preparation of contract documents and contractor selection.
- Preparing or obtaining general work permits, IH (Industrial Health) permits, fire safety clearances, DDDC (Digging, Drilling, and Coring Clearance) clearances, material and equipment passes, and ensuring the General Contractor attains all required permits.
- Ensuring construction boundaries are controlled.
- Monitoring changes or modifications to projects using an approved change notice system.
- Ensuring all changes are reviewed, accepted, and approved by appropriate parties.
- Ensuring all regulatory and other agencies requirements are met (CNSC, TSSA ESA, Canadian Welding Bureau, etc.).
- Organizing and leading construction meetings along with the minutes required. Attend contractor’s construction meetings.
- Reviewing overall workmanship issues and ensuring all contract components have been met and exercising Due Diligence from a legal aspect.
- Other duties as assigned by your manager.
What we are looking for:
- Education
- Bachelor of Phys/Applied Science or Diploma in Engineering/Technical field (or equivalent) from a recognized university.
- Experience
- 8+ years of progressively responsible project experience, preferably in large construction and/or remediation projects.
- Past project experience in managing or supervising the work of contractors, consultant engineers, and vendors.
- Experience in project field work and construction oversight.
- Experience in three or more of the typical phases of a project lifecycle (e.g., Project Definition, Concept Development, Detailed Design, and Construction, Commissioning, and Decommissioning phases) is required. Within each phase, knowledge and experience in applying the initiation, planning, executing, controlling, and closing processes are necessary.
- Knowledge, Skills & Abilities
- Working knowledge and awareness of federal licensing requirements, nuclear codes, and standards, as well as environmental regulations and standards and their application to projects you have lead.
- Thorough knowledge of project safety/design/risk review and approval processes in relation to their application on projects will be required.
- Demonstrated ability to comprehend and relay information concisely and accurately.
- Nurturing and maintaining constructive and cooperative working relationships with a moderate number of internal and external contacts.
- Building and sustaining moderately-sized teams, typically between 2 and 12 contracted, seconded, or Canadian Nuclear Laboratories (CNL) employees.
- Ability to work, plan, and prepare own work schedule; develop, measure, and assess goals; manage time under demanding and diverse situations.
- Good judgment, solving problems, and obtaining and analyzing data.
- Understanding of business and management principles involved in project planning, budgeting and resource allocation, leadership techniques, and resource coordination.
- Understanding of procurement and financial processes. Good knowledge and demonstrated experience in the application of negotiation skills.
- Demonstrated experience in applying contract administration and construction oversight to manage the output of external suppliers effectively.
- Strong communication skills, both verbal and written, including presentation skills.
- Ability to work with minimal supervision and direction. Must be self-motivated to achieve desired objectives through deliberate planning and execution of work tasks.
- Advanced knowledge of MS Office software and experience with the project management software, tools, and practices used to plan, execute, and control projects.
- Security Clearance Eligibility Required
- Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat’s “Standard on Security Screening” and the “Policy on Government Security.”
Working Conditions:
- Construction site-based work, where a large percentage of time is spent on the project site and on-site office trailer equipped with a computer and a telephone.
- Meetings are frequently held in the construction site trailer or the Historic Waste Program Management Office (HWP MO) office.
- Some travel and offsite work may be expected given the nature of the work.
