Our S&T Business Management Office is looking for a Project Leader!INTRO
The Project Leader reports to the Director, Science and Technology (S&T) Business Management Office. The Project Leader is responsible for planning, delivering and managing large and complex S&T/R&D projects to the full satisfaction of the Clients and Stakeholders (AECL, Federal partners, and commercial clients).What will you be doing!
The Project Leader has the following responsibilities:

• Manage the end-to-end delivery of a portfolio of 10-15 medium-risk multi-year S&T projects totalling $5M to $10M annually.
• Develop detailed project plans. Collaborate with Technical Leads to identify scope, requirements, quality standards, milestones, and deliverables. Develop work breakdown structures, schedule and budget.
• Collaborate with Branch Managers and Technical Leads to build project team and resource activities. Ensure effective collaboration and communication across team members.
• Identify equipment and services procurement strategies.
• Manage internal and external stakeholders to ensure requirements are met.
• Proactively identify risks. Develop and manage risk treatment strategies. Proactively address issues to minimize project disruptions.
• Identify and negotiate changes to scope, schedule and budget with clients, project team, and stakeholders. Prepare and process Change Requests as required.
• Monitor and manage project schedule & budget performance using Earned Value Management.
• Prepare and review progress reports with management, clients and stakeholders.
• Conduct lessons learned meeting, share successes and area for improvements with the organization.
• Other duties as assigned by your manager.

What we are looking for :

• Bachelor (honours) in Engineering or Science from a university of recognized standing, OR membership in an Engineering or scientific professional organization authorized by statute to establish qualification for membership in that organization, OR an alternative qualification is a certificate from the Project Management Institute (PMI).
• A minimum of 3-5 years progressive experience and resulting knowledge of applying 9 Project Management Areas including (Scope, Cost, Time, QA, Communications, Human Resources, Risk, Procurement, and Integration) to medium-risk projects.
• Knowledge in the typical phases of a project lifecycle, specifically for S&T and R&D projects.
• Experience in the delivery of a project in a regulated environment.
• Ability to nurture and maintain constructive and cooperative working relationships with a moderate number of internal and some external contacts.
• Ability to build and sustain moderately-sized teams; typically between 6 and 12 contracted, seconded, or CNL employees.
• A thorough knowledge of business and management principles involved in project planning, budgeting, resource allocation and coordination, as well as leadership technique.
• A thorough knowledge of procurement and financial processes.
• Advanced knowledge of Microsoft Office Suite Applications (i.e. Word, PowerPoint, Excel, Access and Outlook);
• Good knowledge and demonstrated experience in application of negotiation skills; and
• Good knowledge and demonstrated experience in application of contract administration and research & development, and oversight to effectively manage the output of external suppliers.
• Experience delivering safety, security or safeguards projects is considered an asset.

Location:
CNL works with employees across Canada to enable a remote workforce where possible. This role requires occasional work at CNL’s Chalk River Laboratory site, permitting the employee to primarily work remotely, should they so desire. CNL employees who choose to work remotely the majority of the time are provided with the equipment required to be successful at their remote workplace (laptop, chair, monitor, etc.); however, they are not provided a dedicated onsite office.
