  • Assisting the Project Manager in leading the delivery of medium-risk decommissioning projects to meet schedule, cost, quality, and safety objectives to the full satisfaction of customers.
  • Planning, budgeting and resource allocation, through discussions with Management and internal clients to define the scope of the project, deliverables and timing. May lead 3-4 projects totaling $5M to $10M annually, over a 3-5 year horizon.
  • Assembling a project team including the involvement of project planning coordinators to cost the specific components of the project based on work package breakdown.
  • Supporting the Project Manager in defining the scope of work and determining project priorities and division of responsibilities.
  • Reviewing the project with the Project Team and regularly meeting with the Project Team for updates on deliverables against plan.
  • Motivating team members to meet quality, scope, and cost constraints.
  • Securing seconded resources through resource/functional managers to execute the project.
  • Controlling the project scope and managing the risks. This includes proper management of deliverables within the estimated timeframe and notifying management of issues, which could potentially impact the cost and timing of the project.
  • Assisting the Project Manager in establishing and administering project budgets and schedules and approving changes to scope of work within project management guidelines.
  • Assisting the Project Manager in reporting on project performance to clients, management and other stakeholders.
  • Leading the ongoing delivery of project objectives including setting project-related performance objectives, and providing regular feedback and guidance to project staff.
  • Other duties as assigned by your manager.

What we are looking for:

  • Education
  • The Decommissioning Project Leader has a Bachelor (honours) in Engineering or Science from a university of recognized standing or, membership in an Engineering or scientific professional organization authorized by statute to establish qualification for membership in that organization or, an alternative qualification is a certificate from the Project Management Institute “Project Management Professional”.
  • Typically, has achieved (or is maintaining) PMP or AACE certification, or is within 12 to 18 months of achieving certification.
  • Experience
  • Minimum of 6 years’ experience in project management.
  • Proven track record for successful delivery of projects in a nuclear environment.
  • Track record for improved delivery through the application of innovation and lessons learned.
  • Experience hiring, supervising and evaluating staff performance.
  • Experienced in the delivery of a project in a regulatory framework.
  • Has a general knowledge and awareness of federal licensing requirements, nuclear codes and standards, and environmental regulations and standards and their application to the medium-risk projects that they are leading.
  • Knowledge, Skills & Abilities
  • Knowledge gained through experience in the typical phases of a project lifecycle, specifically Project Definition, Concept Development, and Decommissioning. Within each phase, knowledge and experience in applying the processes for initiation, planning, executing, controlling and closing are necessary.
  • Enthusiasm, energy, advanced organizational skills, and an open mind.
  • Knowledge of applying 9 project management areas including (Scope, Cost, Time, QA, Communications, Human Resources, Risk, Procurement, and Integration) to medium-risk projects.
  • Developing/leading the execution of Project Plans.

Defining scope of activities, setting priorities, evaluating and managing risks and monitoring performance.
Organizing the work and activities of a moderate number of resources to accomplish project deliverables in accordance with project expectations.
Nurturing and maintaining constructive and cooperative working relationships with a moderate number of internal and some external contacts.
Building and sustaining moderately-sized teams; typically between 6 and 12 contracted, seconded, or AECL employees.
A more thorough knowledge of business and management principles involved in project planning, budgeting and resource allocation, leadership techniques, and coordination of resources.
A more thorough knowledge of procurement and financial processes. Approves procurement requisitions within the span of financial authorization.
Good knowledge and demonstrated experience in the application of negotiation skills.
Demonstrated experience in the application of contract administration and decommissioning oversight to effectively manage the output of external suppliers. * Security Clearance Eligibility Required

  • Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat’s “Standard on Security Screening” and the “Policy on Government Security.”

Working Conditions:

  • Working in an office environment where regular concentration at a computer screen is required.
  • Routine site visits may be required depending on the stage of the project, requiring the use of all applicable safety equipment and absolute adherence to safe work policies/practices, radiation protection policies/practices and any other CNL safety requirements as mandated by the organization.
  • Working with minimal supervision and direction. Must be self-motivated to achieve desired objectives through deliberate planning and execution of work tasks.
  • Willing and able to work extended hours to achieve milestones. Occasional travel may be required.
  • May involve special assignments, additional responsibilities as delegated
