Join us as we build a knowledgeable and collaborative team that courageously changes how transit projects will be delivered.Our Capital Projects Group (CPG) Rapid Transit (RT) Division is looking for a Project Manager, Rapid Transit Program Delivery. The Project Manager will provide comprehensive project management services for the delivery of the Rapid Transit Program.The position will be responsible for managing program level issues and may involve contract and schedule management, project financial accountability, and support to project deliverables during all stages of construction projects. This position reports into the Senior Project Manager, Rapid Transit Program Delivery.What Will I be Doing?

  • Apply a program lens to project level issues to improve the way we delivery Rapid Transit (RT) projects.
  • Manage program level interfaces with key internal and external stakeholders to help resolve technical issues that impact multiple projects and to ensure these are dealt with in a consistent manner.
  • Find areas of improvement in the way Metrolinx conducts business. Develop solutions that will standardize the way we deliver projects and work with the Project Delivery Teams (PDTs) to share lessons learned that can be applied to other RT projects.
  • Support the oversight and management of RT projects and elements of projects through various phases including preliminary design, detailed design, preparation of contract documents, construction, contract management, and commissioning activities.
  • Work with PDTs to assist with monitoring objectives related to engineering, design standards/ design review, technical specifications, document control, budget and work breakdown structures, project schedules, resource prioritization, and staffing requirements.
  • Support the identification, assessment, mitigation, and communication of project and program risks.
  • Collaborate with internal stakeholders and PDTs to ensure Metrolinx requirements are incorporated in the delivery of Transit Oriented Community (TOC) projects. Develop and participate in processes to ensure Metrolinx assets are protected from adjacent development.
  • Review and evaluate studies, reports, proposals, specifications, and contract documents, to meet established policies, procedures, and standards applicable to RT projects.
  • Lead special LEAN projects, coordinate initiatives across the RT program, and support transformation and continuous improvement projects across CPG.
  • Develop and deliver reports and presentations defining plans, issues, status, and resolutions to appropriate levels of management.
  • Participate in the development of proposals and evaluate and recommend RFP/ RFQ submissions; participate in in-market activities, including contractor Requests for Information.

What Skills and Qualifications Do I Need?

  • Completion of a degree in Engineering, Systems Engineering, Business, Architecture or a related discipline – or a combination of education, training and experience deemed equivalent
  • Demonstrated experience in project management, preferably within the public sector
  • Demonstrated experience managing projects and stakeholders, preferably involving planning, design, construction, and commissioning of passenger rail transit.
  • Experience in oversight of project interfaces including Pre-Construction Services (Property, Permits, Licenses, and Approvals (PLA), Utilities, Environmental Programs and Assessments (EPA)), Communications and Community Relations, Systems, Third Party Project Review (TPPR), Asset Management, Transit Oriented Communities, and stakeholder relations.
  • Professional Engineer Ontario (P.Eng.), Registered Architect (OAA), Project Management Professional (PMP) designation, or Planning designation (RPP) is considered an asset.
  • Courses/programs on LEAN or other process improvement certifications, project management, construction management and transportation design are considered an asset.
  • Knowledge of program management, planning, budgeting, prioritization, risk and change management principles, methods, and techniques to manage the development, deployment, and implementation program initiatives.
  • Analytical and problem-solving skills to interpret and apply specifications, contracts, and design documents.
  • Effective written, oral, presentation, and interpersonal skills to articulate and present advice, options, and recommendations to senior management.
  • Leadership and management skills to manage and motivate a team as well as cross functional teams and set high standards and clear expectations.
  • A valid Ontario “G” Driver’s Licence is an asset for any site visits.
