Role of the Project Manager: The Project Manager (PM) will be responsible for managing the implementation of SEED’s GBV program in the KRI. The PM leads the planning, documentation, and implementation of activities over the projects managed. The PM may also need to represent SEED with other organizations, and governmental stakeholders, including NGO partners to support the team with the implementation program activities.  

Upholding SEED’s mission, objectives, core values, and guiding principles and ensuring the safety, health, and well-being of all clients and staff are mandatory for every new SEED member. The PM is responsible for coordinating and implementing daily management of program activities and program staff, ensuring appropriate systems and support mechanisms are in place to track, analyze and report on results. 

Specific Tasks: 

Project Management & Implementation 50%

  • Ensure the smooth implementation of SEED’s GBV initiatives and activities and work closely with the other departments and Program manager to ensure alignment with the overall program goals.
  • Collaborate with SEED’s policy and advocacy manager and contribute to the development of  technical assistance initiatives to targeted stakeholders  to address the needs of survivors of Gender Based Violence. 
  • Manage administrative tasks related to project execution, including updating project management tools, maintaining project documentation, and ensuring timely and accurate reporting.
  • Produce, prepare and draft regular high-quality progress reports and other project documentation, ensuring they meet SEED’s standards and donor expectations.
  • Collaboratively with MEAL teams ensure that data collection and analysis are conducted regularly, and that project performance is measured against established indicators.
  • Lead a cross-functional project implementation effort, ensuring collaboration and alignment with project objectives.
  • Conduct regular team meetings to assess progress, share updates, and resolve any challenges.
  • Regularly update project management tools including work and detailed implementation plans.

 

Stakeholder Engagement, Coordination, and Sub-Award Management 30%

  • Foster effective relationships with government authorities, NGOs, and other key stakeholders to enhance service delivery, coordination, and collaboration. Act as a primary point of contact for stakeholder engagement to ensure mutual understanding and alignment with project goals.

  • Oversee the full lifecycle of sub-awards, including selection, coordination, and implementation, ensuring compliance with donor regulations and SEED’s policies.

  • Monitor both the financial and programmatic performance of sub-awardees, providing timely feedback and support to address any issues.

  • Conduct regular monitoring activities, including site visits, desk reviews, and progress assessments to ensure sub-awardees meet their deliverables and maintain high-quality standards. Develop and utilize tools and indicators to assess progress, impact, and compliance.

  • Organize and facilitate regular stakeholder meetings to promote engagement, strengthen coordination, and support project objectives. Actively participate in coordination forums, sharing updates and gathering insights to inform project strategies.

  • Provide ongoing technical and administrative support to sub-awardees to ensure their activities align with the project’s objectives, timelines, and standards. Troubleshoot challenges and collaborate on solutions to optimize implementation and impact.

  • Ensure accurate and timely reporting on sub-award performance, challenges, and achievements. Document lessons learned and best practices to improve future collaboration and program outcomes.

 

Capacity Building & Training 20%

  • Identify capacity-building needs of sub-awardees and work with SEED’s technical advisors and training unit to provide targeted training, coaching, and technical assistance to enhance their programmatic, operational, financial capacities.
  • Monitor and ensure that capacity-building initiatives are responsive to identified needs and aligned with project priorities.
  • Plan and oversee the training and capacity-building efforts ensuring  that targeted audiences demonstrate improved knowledge and skills in providing non-discriminatory, trauma-informed care.
  • Collaborate with SEED’s training and policy and advocacy units to contextualize,  produce and develop training materials, and implement workshops, and activities that strengthen the technical and operational capacity of stakeholders.
  • Support the training unit to deliver cost-effective and impactful training.

Qualifications & Preferred Skills

  • Bachelor’s degree in social work, human rights, gender studies, or a related field (Master’s degree preferred).
  • At least 5 years of experience managing projects related to GBV, Shelter reform, and/or social services.
  • Proven experience working with government institutions, particularly in the Kurdistan Region of Iraq.
  • Strong understanding of trauma-informed care, SGBV prevention and response, and gender-sensitive programming.
  • Excellent project management, organizational, and communication skills.
  • Experience in stakeholder engagement, capacity building, and developing effective partnerships.
  • Strong skills in monitoring and evaluation, with a track record of using data for program improvement.
  • Proven ability to manage budgets, prepare reports, and ensure financial accountability.
