The Municipality of Chatham-Kent has an opening for a permanent full-time Project Manager, ITT in the Information Technology & Transformation division.Internal employees are defined as permanent, temporary, full-time, part-time, seasonal, casual, and contract employees with the Corporation of the Municipality of Chatham-Kent. Please note that family and friends of employees are not eligible unless they are already employed by the Municipality of Chatham-Kent.Job descriptionThe Project Manager (ITT) is responsible for effecting business transformation within the Municipality by providing effective and efficient project management through creating clear and attainable project objectives, building the detailed project schedule(plan) and ensuring that all deliverables are achieved on schedule and on budget. Project budgets can range from a few thousand to several million dollars. Project requirements will vary depending on the needs of the Municipality; however, all will be managed according to accepted standard industry principles and practices outlined in the Project Management Institute Project Management Book of Knowledge (PMBOK®). The Project Manager brings about business transformation and will manage projects that can have significant impact on the day-to-day business processes of all Municipal staff.Essential responsibilities

- Foster teamwork through effective leadership and lead project team(s) in a fast-paced and constantly changing environment
- Develop clear and attainable project objectives, building project requirements, sourcing, acquiring solutions that meet the requirements, and executing the implementation of solutions in a timely and cost-effective manner.
- Manage the triple constraints for projects (cost, time and quality) through engagement of internal subject matter experts and supervision of technical project team members (either as direct reports or indirect reports) as it relates to the project.
- Interact with various department and municipal staff to effectively initiate and successfully execute projects using project management and organizational change management best practices and ensure that a high level of customer service is maintained
- Gather user and system requirements to determine the business needs of project stakeholders
- Translate user and business requirements into functional requirements and design specification documents for use by the project team or developers as needed and required within the scope of the project.
- Prepare and utilize project management plans including the development of project charters, budgets, schedules, and project risk registers.
- Establish, oversee, and monitor project budget performance including implementation costs, resources, revenue, hardware, software, and outsourcing
- Vendor management, as it relates to the partnering with consultants to execute projects
- Direct technical consultants and adherence to corporate technology standards when project involves custom application development, delivery and/or professional services
- Develop and administer Requests for Proposals (RFPs), legal agreements and service level agreements
- Manage and administer conditional grants or funding opportunities
- Research emerging trends, technologies and applications for project delivery
- Develop and execute the tactical management strategies and detailed plans as they relate to projects
- Facilitate and prepare estimates and forecasts for projects to be included in the operation maintenance and capital budgets
- Collaborate and build connections with internal departments and external agencies and act as liaison, negotiator, and facilitator, working in tandem with other Municipal departments to ensure project delivery is in alignment with internal customer/Municipal needs
- Provide expertise and vision in technical and business matters; Develop and foster successful business relationships and partnerships between the public, private and business sectors within our community
- Create and manage delivery of risk and quality IT strategies
Essential qualifications
- College diploma or university degree (preferably in a computer science or business program with a focus on business process re-engineering), with four (4) to six (6) years related experience; or a combination of related education and experience
- IT Project Management experience, including project cost control and administration, and on a broad scale of IT system implementation and development projects, including ability to manage and track a project (or projects) through the life cycle steps of initiation, planning, execution and project closure
- Technical acumen so as to understand technology and be conversant with technical teams.
- Experience with Systems Development Life Cycle (SDLC), Agile, and Waterfall methodologies
- Knowledge of the latest developments and leading practices in the project management industry and profession, (e.g. PMBOK®) and familiarity with best practices
- Ability to interpret technical issues and explain to all levels of the organization in an understandable, clear and concise manner
- Ability to think strategically, anticipate and consider large scale issues and develop credible short-term as well as long-term strategies and plan as it relates to assigned projects
- Knowledge of cybersecurity and privacy best practices and how to apply them in respect to this position
- Strong interpersonal and communication skills, written and verbal
- Strong time management and organizational skills
- Working knowledge of Wrike, Microsoft Project (or similar software programs)
- Related experience in any of the following:
- Active Directory and Microsoft Environments
- Municipal and Utility Business Processes
- Practical knowledge of business process documentation
- Custom application development including web e-services and mobile services
- Web content management systems
- Document management systems
- Strong computer skills including Microsoft Teams, SharePoint Online, Word, Excel, PowerPoint, email and internet (or other similar software programs)
Other qualifications
- Experience in a municipal or other government setting would be an asset
- Project management experience with business analysis tools is an asset
- Knowledge of Personally Identifiable Information (PII), Payment Card Industry (PCI) and Personal Health Information (PHI) data security standards would be an asset
- Ability to establish positive relationships with the public, Municipal staff, Council, committees, and related organizations
- Experience in successfully implementing large enterprise IT systems projects, including the areas of IT infrastructure, financial, human capital, supply chain, asset, customer and case management and business intelligence tools would be an asset
- Experience in developing and implementing change management plans to support the introduction of new/improved technology solutions to clients
Certifications, memberships, licenses
- Project Management Professional (PMP) certification
- ITIL v4 Foundation certification (certification required within 90 days of employment)
- Scrum Master Certification would be an asset
Work environment/hours of work
- This position works indoors
- This position works weekday, occasional weekend and evening hours, as well as on-call after hours and on weekends.
- Required to be available outside normal business hours to assist with major incidents
Working RemotelyPlease note that this position will be required to work on-site regularly to complete essential responsibilities of the role. A hybrid working arrangement (combination of onsite and remote) may be approved at the discretion of the supervisor. As per the Working Remotely Policy, employees scheduled to work remotely on certain days may occasionally be called to a municipal onsite work location on short notice. Employees must remain flexible to accommodate municipal requirements and be prepared to be called in on short notice.Driver’s license/vehicle requirementsBecause this position may be required to travel, a valid Province of Ontario driver’s license with a reliable motor vehicle is preferred.Background checkSuccessful candidates will be required to complete a background check prior to commencement of employment. A background check may include the following: education/certification verification and employment reference check. Because of the environment this position will be working in, the successful candidate will be required to furnish an original Police Information Search (criminal reference check) prior to commencement of employment.Essential physical and/or safety requirements
- Sitting: constant sitting in a chair (sitting at desk or table during meeting, in vehicle seat as required when attending meetings at other municipal locations)
- Hands: frequent fine finger dexterity (movement), mousing (keyboard and mousing majority of shift)
BenefitsThis permanent full-time position has an annual salary of $97,129 to $109,824 and will receive benefits including: participation in the OMERS pension plan (mandatory) as well as sick and vacation entitlements.
