Pour un Sourire d’Enfant (PSE) – For a Child’s Smile is a non-profit organization founded by Christian and Marie-France des Pallières, operating in Cambodia since 1995. Its mission is to help to help children escape from destitution and lead them to decent, skilled and well-paid jobs.

Recognized by the local authorities, PSE is working in respect of the country, with the Cambodians, and thus supports sustainable development.

Six main programs – adapted to the needs of the children – have been developed: food, health, protection, education & schooling, vocational training and help for families.

PSE helps more than 6,500 children and more than 5,500 graduates from PSE Vocational Training program already have successfully integrated the job market with a real qualified position.

PSE employs more than 600 people in Cambodia (Phnom Penh mainly) and 6 staff at the headquarter in France.  300 volunteers in different countries are actively working on making the organization known, on fundraising donations and sponsorships.

In 2000, PSE was awarded the French Human Rights Prize by the French Republic.

Job description:

The Director of the PSE Institute is responsible for the overall management and strategic direction of vocational training in alignment with PSE’s vision and mission, “From Destitution to a Vocation.” This role ensures that vocational training quality remains central to the institute’s strategy by fostering innovation and impovement, and aligning programs with labor market demands. A key aspect is building PSE’s profile at national and international levels through partnerships with ministries, companies, NGOs, and institutions to enhance its vocational training quality. The Director plays a pivotal role in driving transformative change, addressing complex challenges, and ensuring the institute serves as a benchmark for market needs while meeting the aspirations of PSE’s beneficiaries.

Scope of job:

  • Staff management: 130 teaching and non-teaching staff.
  • Budget management: Approxi. USD1.5M for both HR and operational cost.
  • Problem solving: This position requires a high level of collaboration with other directors in PSE. Also, s/he shall have strong negotiation, influential and representative competencies. Thinking is concerned with interpretation and tactical application of PSE’S policies and procedures. Sometime s/he needs to find ways to solve problems which are not specifically addressed in policies and procedures.

  • Communication:

+ Internal Relationship: PSEI schools/programs, Schooling support subjects (School of Languages, pedagogy, orientation), and all other PSE departments/units

+ External Relationship: Companies, NGOs,  Ministries, major donors, development partners and other institutes or universities, alumni

Main Responsibilities:

EDUCATION QUALITY

  1. Ensure that the quality of education is at the center of the PSE Institute strategy and actions.
  • Manage the team of school deans and managers to guarantee the best possible education output from all employees of PSEI, from all facilities and all operational sites
  • Continuously assess the quality of the training, by soliciting feedback from students, teachers, internship providers and PSE-I alumni.
  • Assess the quality of the teachers, and provide means and training for them to upgrade their knowledge and teaching skills.
  • Ensure that all curricula are regularly reviewed and updated to remain relevant and aligned with current industry standards
  • promote e-learning initiatives and development across the schools
  1. Seek to continuously innovate and improve the quality of the vocational training
  • Analyse the labor market, anticipate market demands and adapt training skills and content appropriately
  • With pedagogy manager and the deans, maintain awareness, and promote the development of pedagogy tools and materials to constantly have the best learning methodologies for the teachers and the students.
  1. Ensure strong coordination between schools and between PSEI and Social Team to understand student dropout or student difficulties and recruitment challenges and actions.

OPERATIONS and TEAM MANAGEMENT

  1. Manage both direct and in-direct reporting lines to ensure they are motivated and perform their roles at their highest level
  • Support PSE management in leading change to ensure that all change initiatives are relevant, and effectively implemented in PSE-I following the change plan
  • Build a high-performance team to ensure they are motivated, mentored, and trained based on their needs
  • Ensure that all staff of PSE-I understand the performance objectives, and evaluate their performance. Make sure that 100o% of objectives set at the beginning of the year, conduct mid-term evaluations and annual performance appraisals for all and submit to HR for review and documentation.
  • Prepare and implement PSE-I workforce plan and budgeting at the beginning of the year and prepare annual training plan for PSE-I and submit to HR review and supports based on agreed timeframe
  • Promote and encourage PSE culture and values to ensure that day to day actions of staff demonstrate these values
  1. Manage PSE-I budget to ensure that the budget is spent wisely and follows PSE financial policies and procedures
  • Prepare and implement PSE-I annual budgets (HR costs and operation costs) to ensure efficiency and effectiveness and respect approved Budget
  1. Ensure all required reports for PSE-I are prepared and submitted based on agreed timeframe   
  • Develop and/revise report templates and monitoring tools to ensure quality information in the reports
  • Make sure the information in PSE’s information systems is well managed and data are reliable, for example dashboard and the student tracking system
  • Write and submit periodical reports to the PSE Deputy General Director for Education :   for example progress report, annual report, …etc
  1. Be involved in the identification, assessment, development planning and review of successors to positions
  • Identify internal and external work assignments for further learning and personal progress of the PSEI management team members
  • Be dedicated to the development of successors and individuals who have potential for further responsibility

PARTNERSHIPS and RELATIONSHIPS

  1. Build and promote PSE’s profile on both national and international levels
  • Participate in national forums and networks to share good practices in PSE and learn from the others
  • Work with institutional, private and public organisations to promote TVET in Cambodia, and specifically, PSE-I as a national benchmark for vocational training education
  1. Promote, create and develop a strong network of partners
  • DADS Build good relationship with ministries, NGOs and companies to enable high quality in PSE vocational training programs, and to explore possibilities for educational partnering, such as participation by experts, sharing resources, course evaluation, etc.
  • Ensure students’ internship/apprenticeship activities are coordinated and students placed where they can exercise their knowledge and skills
  • Develop close relationships with companies who allow PSE’s students to intern/apprentice in their companies and conduct regular customer satisfaction survey to get feedback from them
  1. Perform other tasks as request by the superiors

Expériences / Formation

Education

  • Masters Degree in education management, leadership, business administration or related field
  • A deep interest and knowledge in education and vocational trainings

Experience

  • 15 years of working experience (considering a minimum of 8 years experience in leadership and people management) in a corporate or public organisation, or an NGO (experience in managing education and/or any vocational training program/project is an advantage)   
  • Proven experience of management in centralized/matrix organization
  • Project management experience

Skills

  • A proven record of successful strategic planning, program management, team building, financial management
  • Ability to lead change initiatives and adapt to evolving challenges
  • Proven level of English and presentation skills
  • Capacity to attend and present at international meetings
  • Excellent problem solving, analytical and managerial skills
  • Strong interpersonal, communication and negotiating, leadership skill

Salaire

Duration: 2 years commitment minimum, starting as soon as possible

Indemnity: According to PSE grid + experience

VSI contract for European Union Nationals, providing comprehensive coverage for healthcare, assistance/repatriation insurance, pension contribution, plane ticket one way and return, plus round plane ticket once a year to home country.
