Introduction
Monitoring and researching water resources is a strategic priority for Kazakhstan, as its limited and predominantly transboundary freshwater supplies are under increasing pressure from agriculture and climate change. Agriculture consumes more than two-thirds of the water, but inefficient irrigation and worn-out infrastructure pose serious risks to food security, rural livelihoods, and economic stability. Rising temperatures, changing precipitation patterns, more frequent droughts, and shrinking glaciers are additional challenges that alter river flows and exacerbate seasonal water shortages.
The project on developing climate-resilient water resources, financed by the Islamic Development Bank, aims to address these challenges. As part of the initiative, the Kazakh Scientific Research Institute of Water Management and Kazhydrogeology will be equipped with modern instruments, monitoring systems, and specialized transport. This will enable high-quality research and rapid analysis, strengthen institutional capacity, and increase Kazakhstan’s resilience to climate risks, ensuring a balance between the needs of agriculture, the environment, and national development priorities.
PSupply and delivery of special vehicles for conducting hydrogeological surveys and research by the non-commercial joint-stock company “National Hydrogeological Service ”Kazhydrogeology”. Specialized vehicles must be mobile and adapted to work in field conditions, taking into account the climatic and landscape features of the Republic of Kazakhstan.

Мониторинг и исследование водных ресурсов являются стратегическим приоритетом для Казахстана, поскольку ограниченные и преимущественно трансграничные запасы пресной воды подвергаются возрастающему давлению со стороны сельского хозяйства и изменения климата. Сельское хозяйство потребляет более двух третей воды, однако неэффективное орошение и изношенная инфраструктура создают серьезные риски для продовольственной безопасности, благосостояния сельского населения и экономической стабильности. Дополнительным вызовом становятся повышение температур, изменение режима осадков, учащение засух и сокращение ледников, что меняет сток рек и усиливает сезонные дефициты воды.
Эти факторы требуют надежных исследований и мониторинга для обеспечения интегрированного управления водными ресурсами, внедрения современных технологий орошения и адаптивного планирования на национальном и бассейновом уровнях. Однако государственные органы и научные институты часто ограничены в возможностях из-за устаревшего оборудования, слабой полевой мобильности и нехватки современных инструментов наблюдения.
Проект по развитию устойчивых к изменению климата водных ресурсов, финансируемый Исламским банком развития, направлен на решение этих задач. В рамках инициативы планируется оснащение Казахского научно-исследовательского института водного хозяйства и Казгидрогеологии современными приборами, системами мониторинга и специализированным транспортом. Это позволит проводить качественные исследования и оперативный анализ, укрепит институциональный потенциал и повысит устойчивость Казахстана к климатическим рискам, обеспечив баланс между потребностями сельского хозяйства, экологии и национальными приоритетами развития.
Цель:
Закупка и поставка специализированных автомашин для проведения гидргеологических изысканий и исследований НАО “Национальная гидрогеологическая служба “Казгидрогеология”.
Спецтранспорт должен быть мобильным и приспособленным к работе в полевых условиях с учетом климатических и ландшафтных особенностей Республики Казахстан.
