Background/Context
The Central and West Africa Regional Office (CWARO) located in Dakar, Senegal, supports and provides oversight to NRC’s country programs in Burkina Faso, Cameroon, the Central African Republic, the Democratic Republic of Congo, Mali, Niger, and Nigeria. NRC’s programs and advocacy support families affected by conflict in the sectors of Shelter, Food Security and Livelihoods, Education, Water and Sanitation, Camp Management, Protection and Legal Assistance.
All countries are experiencing a deterioration of the security situation, increasing humanitarian needs and displacements due to conflict and climate change. Aid workers continue to be affected by security incidents across the region. Shrinking humanitarian space also places aid workers at a greater risk. The expansion of Non-State Armed Groups (NSAG) has challenged the application of International Humanitarian Law by state security forces and contributes to risks faced by communities as well as NRC’s staff.
The purpose of this Regional HR Adviser (Learning&Development) position is to support the region and countries with HR support but with a thematic focus also on capacity building and talent management.

What you will do
The purpose of the Regional HR Adviser (L&D) is to support the country offices in the implementation of HR systems in accordance with NRC policies and procedures but with a focus on Learning and Development for the region and its countries. They can also on behalf of the Regional Head of HR perform quality and compliance control.
The following is a brief description of the role:-
- Provide advice and technical support on HR-related matters to the countries’ HR and management teams within the Country Offices(COs) of the region
- Responsible for capacity building of HR Managers in-country offices
- Responsible for planning and conducting HR briefings and HR debriefings/exit interviews for international staff and senior national staff above the Coordinator level in covered COs
- Ensure relevant HR processes have been completed before recruitment (eg updated job design and job descriptions, agreed grading and compensation and benefits for the position)
- Support Country Directors(CDs) and the Regional Office (RO) with personnel cases incl. termination of contracts
- Responsible for organizing induction for RO staff and regional induction for country CMG members.
- Act as a focal point in the region on Learning & Development(L&D) and support the development and implementation of COs L&D policies & training plans as well as support COs as a co-facilitator or facilitator for training (induction and leadership training).
- Responsible for monitoring & reporting on regional L&D activities and initiatives (triannual compiled training statistics, etc.), with a specific focus on NRC’s mandatory training
- Responsible for providing technical support and guidance to HR and management team in-country offices on performance management (process & tool) and ensure it is implemented and follow-up in all country offices
- Develop or revise relevant training modules and materials to be used in the Region and interact with other HRs in other regions for the exchange of documentation and best practices
- Act as a focal point along with HR Coordinator in RO on capacity building and helpdesk support for COs on our new NRC People HRIS

What you will bring
Professional competencies
- Minimum 3 years of experience from working as Manager/Adviser
- Experience in a humanitarian/recovery context will be an added advantage.
- Experience from working in complex contexts.
- Documented results related to the position’s responsibilities.
- Knowledge about own leadership skills/profile
- Fluency in French and English, both written and verbal
Context/specific skills, knowledge and experience:
- Previous experience in L&D or talent management of at least 2 years
- Solid HR technical knowledge
- Previous experience in an HR support/advisory role ideally within the humanitarian sector
- Knowledge of the context of the Central and West Africa region is an added advantage.
- Fluent in written and spoken French and English
