The Registrar and Compliance Specialist (RCS) will report to the Head of the Independent Redress Mechanism (IRM) and leads the registrar function in respect to complaints, reconsideration requests, suo moto investigations and Information Appeals cases. This includes managing eligibility determinations, preliminary inquiries, and comprehensive case handling from initial inquiry to closure, with a focus on ensuring the integrity and efficiency of the case cycle and its appropriate documentation in the public register and internal systems.

The RCS functions as the central focal point of the IRM, both internally and externally: Responsible for maintaining the Case Management System and case register, coordinating workflow within the IRM team, and, under a delegation of authority by the Head of the IRM, making critical procedural and substantive determinations. Additionally, the RCS will prepare and oversee all formal communications with all stakeholders (GCF management and external), engage for the request of relevant information and documents and ensure compliance with IRM procedural standards.  As a central focal point for both internal and external engagement, the RCS will ensure seamless coordination across the IRM.

The RCS will report on trends from complaint reviews, will provide recommendations for improvements and will ensure IRM SOPs are reviewed and updated periodically.

Where called upon, the RCS will contribute to the handling of compliance cases in close coordination with and under the guidance of the Compliance and Policy Lead.

Where called upon, the RCS will collaborate with Procurement, Human Resources, and other relevant internal teams to ensure effective recruitment and compliance for staff, interns, and consultants. 

  • Adapts case management processes and policies to effectively deliver a portfolio of complaints, reconsideration requests, and investigations. Ensures SOPs / procedures are aligned with evolving operational needs, enhancing the IRM’s ability to manage cases efficiently and fairly.
  • Captures and analyzes key aspects of client needs and the operational environment to inform case strategy and decisions. Utilizes these insights to optimize project design and service delivery, ensuring that the IRM’s approach is tailored for optimal case outcomes and stakeholder engagement.

Engagement:

  • Leads as the central focal point of the IRM, overseeing all case-related communications and serving as the primary contact for both internal and external stakeholders on procedural and substantive issues. In this senior role, the  Registrar and Case Specialist ensures strategic alignment and consistency in messaging across the organization.
  • Persuades and secures collaboration by fostering strong, empathetic relationships with colleagues, clients, and stakeholders. The  Registrar and Case Specialist  leverages a deep understanding of differing perspectives and complementary interests to build consensus, ensuring effective case outcomes and strengthening the IRM’s influence.
  • Drives stakeholder engagement by raising the profile of the IRM and enhancing its visibility both internally and externally. Through strategic inreach/outreach, the  Registrar and Case Specialist builds awareness of the IRM’s role among potential complainants, Direct Access Entities, civil society, the secretariat and the general public, positioning the IRM as a trusted resource for redress.

Delivery:

  • Oversees and adapts the implementation of case cycles, organizing internal workflows to ensure the timely assessment of complaints and requests in line with the IRM’s Procedures, Guidelines, and Supporting Operating Procedures.  
  • Drafts, edits, and refines specialized documents, including case reports, IRM correspondence, procedures, publications, and other communication materials. The incumbent anticipates unique resource needs and operational dimensions, ensuring that documents and work outputs are tailored to support efficient project and service delivery

Requirements Education, experience, technical competencies required:

  • Minimum of 7 years of relevant work experience is required;  
  • Master’s degree in law, social sciences, human rights, public policy or a related field or a Bachelor’s degree in similar fields with an additional two years of relevant experience may be considered in lieu of the Master’s degree requirement. 
  • Experience working with, or a detailed knowledge of, social and environmental accountability and grievance redress mechanisms is an advantage;  
  • Experience working with local communities and civil society organizations is an advantage;  
  • Good knowledge of office technology such as MS office package is required, and experience in working with databases, particularly prior knowledge of case management software is desirable; 
  • Experience working with confidential and sensitive information is desirable;
