Role Purpose

In this role you will provide specialist legal advices to the Company and Subsidiaries on all regulated areas including Postal Regulation; Competition Law, Privacy & Data Protection Law at Irish, EU and International level. This role will also provide advice on legal issues related to sustainability, accessibility and other public law requirements (e.g. Freedom of Information, Access to Environment etc.).

Responsibilities

The primary accountabilities associated with this role include but are not limited to the following:

Advise on legal issues arising from conduct and compliance in regulatory affairs matters for An Post.

Monitoring relevant legal and regulatory developments closely which affect An Post’s business.

Advise on regulatory matters within domestic, EU and international law (UPU) postal regulatory framework, including queries from ComReg in relation to all matters of universal postal service provision (USO).

Assisting with submissions to ComReg on pricing and service issues ranging from continuity of USO service provision to variation of pricing and customer related issues, the development of new services, products and platforms impacted by postal regulation.

Assisting and advising on regulatory issues arising at international level, such as those within the UPU framework and terminal dues as well as those at EU level including e-commerce and digital markets.

Engaging with internal stakeholders to assist in development and support implementation of solutions to legal regulatory problems.

Manage and act on behalf of the company in litigation cases in Regulatory matters.

Assisting with any legal issues arising in An Post “Quality of Service” monitoring and “Real Mail Study”.

Advising internal stakeholders on engagement with external stakeholders in a Regulatory context from a legal perspective.

Partnering with the business to help develop and articulate strategy from a legal perspective for An Post in its regulatory environment.

Anticipate legal risks arising from regulatory change, including legal, regulatory and reputational impact of regulatory change; and assist in development of legal responses which protect the commercial interests of An Post.

Help to deliver Legal team objectives and participate in development of people, processes and policies.

Support the Data Privacy Office on legal issues related to data protection as required.

Advise An Post Group on its obligations under sustainability and accessibility legislation.

Advise An Post Group on compliance with competition law and develop and maintain a legal strategy to minimise legal risk in respect of competition law.

Advise An Post on public law requirements such as Freedom of Information requests, Access to Environment requests etc.).

Demonstrating An Post actions and behaviours in your day to day work and addressing behaviour that supports/conflicts with them.

Knowledge & Experience

The successful candidate will be a qualified lawyer, ideally with at least 5 years’ experience of working in (or with) a regulatory department or large law firm (although other relevant experience may be considered) and ideally will have sound knowledge and understanding of the EU regulatory environment and its impact on public service bodies and the utilities sector. You have proven experience and understanding of both administrative law and public law principles.

You are adept at identifying legal risks and can effectively communicate to both a legal and non-legal audience, verbally and in writing. You have a consistent track record of securing and maintaining effective client relations, demonstrating strong influencing and partnerships skills.

Teamwork, strong organisational skills and flexibility are essential.
