Introduction
UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization for the Development of the National State of Marine Plastic Report and Circular Economy solution to Address marine plastic pollution and Enhance the Contribution to Viet Nam’s Blue Economy.
Viet Nam has more than 3,260 kilometers of coastline providing great natural capital for economic growth. In alignment with Resolution No. 36-NQ/TW on the Strategy for Sustainable Development of Viet Nam’s Marine Economy, the country prioritizes the development of six key marine economic sectors: (1) marine tourism and services; (2) maritime economy; (3) exploitation of oil, gas, and other marine mineral resources; (4) aquaculture and seafood exploitation; (5) coastal industry; and (6) renewable energy and emerging marine economic sectors. It also has significant potential for onshore and offshore wind energy production which, if developed sustainably, will support energy security and help Viet Nam to meet its carbon neutrality targets by 2050.
In Viet Nam, the situation is particularly acute due to the country’s extensive coastline of over 3,260 kilometers and its rapid rate of coastal urbanization. As a major contributor to global marine plastic leakage, Viet Nam faces complex challenges in managing waste across its 28 coastal provinces, where high population density and developing waste management infrastructure often result in substantial volumes of plastic entering the marine environment. The rapid expansion of coastal industrial zones and land reclamation activities between 2010 and 2025 has further complicated leakage pathways, making plastic pollution a systemic risk that directly conflicts with the country’s “Blue Economy 2.0” vision and its strategic goals for sustainable ocean governance.
To effectively combat this threat, there is an urgent need to systematically review and understand the “state of marine plastic” across the national territory to develop high-level recommendations and scalable circular economy solutions. This technical assessment is a critical prerequisite for the successful implementation of Decision 1746/QD-TTg, which approved the National Action Plan (NAP) on Marine Plastic Litter Management to 2030. By identifying leakage hotspots and establishing a comparative baseline of coastal modifications, Viet Nam can propose concrete next steps—ranging from legislative refinements in the Law on Natural Resources and Environment of Seas and Islands to the institutionalization of periodic monitoring. These efforts will ensure that national targets for plastic reduction are achieved and that the natural capital underpinning the marine economy is preserved for future generations.
OBJECTIVES OF THE ASSIGNMENT
The objective is to develop a State of Marine Plastic Report (SMPR) for Vietnam and propose scalable Circular Economy (CE) solutions. This assignment aims to provide an evidence-based framework for reducing plastic litter, identifying the correlation between coastal infrastructure development and plastic leakage, and strengthening the marine economy in alignment with Resolution No. 36-NQ/TW and the National Action Plan on Marine Plastic Litter Management at the Decision 1746/QD-TTg dated 2019.
