Introduction

UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization to deliver vocational training, On-the-job training and job placement support for marginalized youth under the RiseUp Project.

Viet Nam’s rapid economic growth, digital transformation and transition towards a greener economy are creating new employment and livelihood opportunities for young people. However, many youth continue to face structural barriers that limit their economic mobility and access to decent work. These include skills mismatches, insufficient access to market-relevant vocational and employability skills, limited practical work experience, weak professional networks, and inadequate linkages between training institutions and employers.

To address these challenges, the United Nations Development Programme (UNDP) in Viet Nam is implementing Youth Engagement and Innovation Initiative (RiseUp), with financial support from the Citi Foundation. Phase 1 of the project, implemented during 2026–2027, focuses on youth aged 16–30 who are enrolled in or transitioning from vocational training, as well as unemployed and underemployed youth. Particular attention is given to young women and youth facing additional barriers to labour market participation, including youth from rural, ethnic minority and marginalized backgrounds.

RiseUp adopts an integrated, demand-driven approach that combines market-relevant skills development, practical work experience, financial capability and stronger linkages between training providers and employers. Through Output 1, the project supports youth to enhance their employability, financial independence and access to sustainable livelihood pathways through vocational, digital, green and employability skills, structured internships, on-the-job training and job placement support.

As part of this approach, UNDP intends to engage a qualified national organization to deliver employment-oriented vocational training and support participating youth in accessing structured internships, on-the-job training and employment opportunities in Ha Noi and Hue. The assignment will contribute to an integrated skills-to-employment pathway by linking training delivery with practical workplace exposure and employer demand, in coordination with UNDP and other RiseUp project partners. 

OBJECTIVES OF THE ASSIGNMENT

The overall objective of the assignment is to strengthen inclusive pathways from vocational training to practical work experience and employment for marginalized youth under the RiseUp project.

The specific objectives are to:

  • Deliver market-relevant and employment-oriented vocational training that equips marginalized youth with practical occupational skills and improves their readiness to enter the labour market;
  • Facilitate structured internships, apprenticeships and on-the-job training opportunities that enable participating youth to apply their skills in real workplace settings and gain relevant work experience;
  • Support participating youth in accessing suitable employment opportunities through employer engagement, job matching, recruitment support and post-placement follow-up;
  • Coordinate closely with UNDP, higher education and training institutions, private-sector employers and other project partners to connect vocational training with complementary skills development, career support and employment opportunities; and
  • Contribute to the broader RiseUp skills-to-employment pathway by strengthening collaboration between training providers and employers and generating practical approaches that can inform future delivery and replication.
