About the Position:
GPTech is seeking a Program Manager to lead oversight of the Road Maintenance Project (RMP), one of two projects funded by the Millennium Challenge Corporation (MCC) under the Nepal Compact by Millennium Challenge Activity (MCA) contractors. Through the RMP, MCC aims to support road quality across Nepal’s primary or strategic road network (SRN) by funding (1) technical assistance and capacity-building to Nepal’s Department of Roads and Road and Building National Corporation (RBN) and (2) maintenance works for up to 100 kilometers on Nepal’s SRN.
The Program Manager will lead a separate MCC-funded project to provide (1) independent oversight of the implementation of the RMP and (2) technical assistance to support MCC’s program objectives during MCA implementation. The Program Manager will oversee a large team of technical experts based in both Katmandu and remote locations. The period of performance for this work is one base year period of 12 months and three one-year option periods of 12 months each, for a total maximum contract period of performance of four years, or 48 months.This position is based in GPTech’s Arlington, Virginia, headquarters office, with frequent travel to Nepal. GPTech works under a hybrid model and requires this position to be in the office a minimum of two days per week.Responsibilities:

  • Perform overall project management.
  • Provide overall quality assurance.
  • Maintain direct communication with MCC on areas related to resource management, budget forecasting, and overall project management throughout all stages of the project cycle.
  • Perform budget forecasting, modifications, and level of effort estimating.
  • Establish a quality assurance program.
  • Establish a documentation management system.
  • Coordinate with the teams Construction Manager to establish a construction quality assurance program for monitoring construction and reviewing MCA works contractor deliverables and submittals.
  • Mobilize and coordinate subject matter experts for the review of MCA design contractor deliverables and submittals.
  • Review scoping documents (including Terms of Reference) and procurement evaluations for MCC, MCA, and/or its contractors,
  • Review contracts for services, good, or works being procured by MCA quality and timeliness of deliverables.
  • Coordinate travel and prepare site visit reports.

Qualifications:

  • Bachelor’s degree in engineering and an advanced degree (Master’s) preferably in management, engineering, or a related field
  • A minimum of 15 years of relevant and progressively more responsible experience in any corporation or organization
  • Excellent demonstrated experience in project and contract management, with demonstrated experience in all stages of the project cycle—from conception to construction and closeout
  • Excellent verbal and written communications skills in English
  • Current or former senior executive with the ability to access the best qualified technical specialists from the global network for each technical directive on time
