Operating in Jakarta, RWI is launching the CHANGE-SEA project, funded by the U.S. Bureau of Democracy, Human Rights, and Labor (DRL). This two-year initiative focuses on safeguarding civic space and promoting environmental human rights in Southeast Asia.

About the Position
The position is full-time and with a starting date of in January 2025. The initial contract will be until 31 December 2025, with a possible extension. The offered contract will be under Indonesian labour law conditions and based on RWI terms and conditions for national staff.

The officer’s primary role is to proactively manage the planning, coordination, communication and implementation of RWI’s activities under the CHANGE-SEA project. The position reports to the Country Director in Jakarta for daily management.

CHANGE SEA: Enhancing Collaboration between Civil Society Actors, Environmental Defenders, and the ASEAN Intergovernmental Commission on Human Rights (AICHR) is a new two-year project funded by the US DRL. The project aims to safeguard civic space and promote human rights related to the environment in Southeast Asia.

Duties and Responsibilities:

  • Develop and implement activities as outlined in approved work plans, including developing
    terms of reference and agreements; developing agendas and materials; securing resource
    persons and other necessary inputs for activities, making necessary logistical arrangements
    (travel, accommodations, etc.); and coordinating completion of activity deliverables.
  • Develop and monitor Project budgets, ensuring that budgetary resources are efficiently utilised
    to achieve expected results.
  • Regularly assess and monitor Project development and results.
  • Stay informed of relevant geographic/thematic/political developments for the successful
    carrying out of duties and responsibilities of the position.
  • Prepare narrative reports to analyse the results of activities/Projects carried out.
  • Assess new Project opportunities within the mandate and concerning the priorities of RWI, and
    when relevant develop concept notes and contribute to proposals for new Projects.
  • Conduct relevant research that informs and enhances the quality of the project and RWI’s
    thematic profile.
  • Periodic travel to project activity sites to successfully monitor and implement the duties above.
  • Actively engage and contribute to a team environment, through the regular sharing of his/her
    areas of responsibility, research or the challenges faced
    RWI’s Indonesia Office PO-Specific Tasks and Responsibilities:
  • Contribute to the added-value articulation and contextualisation of RWI’s thematic strategies
    in Indonesia.
  • Scope, nurture, establish, monitor and/or recommend termination of relationships with
    contractors, academic institutions, and project partners in coordination with the Country
    Director.
  • Liaise regularly with fellow Project Officers in the Office to establish thematic crossover
    points, opportunities for collaboration and/or resource sharing.
  • Liaise regularly with the RWI Indonesia Office’s Project Officer (MEAL) to develop working
    methodologies and MEAL tools and outputs for the improvement of Projects.
  • Liaise regularly with finance and administration and keep them updated on plans and their
    involvement in the delivery of established Project activities.
  • Liaise regularly with the Communications Officer to keep him/her updated on Project plans.
  • Actively engage and contribute to a team learning environment, through the regular sharing
    of his/her areas of responsibility, research or the challenges faced.

Qualifications
Essential Criterion

  • A relevant university degree (e.g., in law, human rights, international relations, or related
    fields).
  • At least 3–5 years of professional experience in program management, particularly in human
    rights, environmental law, ASEAN human rights mechanism or civil society engagement in
    Southeast Asia.
  • Proven ability to manage, coordinate, and implement project activities, ensuring timely delivery
    and meeting expected outcomes
  • Experience in developing and monitoring project budgets, ensuring efficient use of resources.
  • Experience in managing multi-stakeholder projects, including coordination, planning, and
    budgeting.
  • Ability to conduct relevant research and produce narrative reports analysing project results and
    the impact of activities.
  • Strong written and oral communication skills in English and Bahasa Indonesia. Ability to prepare
    reports, project proposals, and communicate with stakeholders effectively.
  • Strong organizational skills with the ability to manage multiple tasks, prioritize, and meet
    deadlines.
  • Proactive attitude with a problem-solving mindset.
  • Ability to travel to project sites as required.

Desired

  • Familiarity with ASEAN human rights mechanisms, particularly the ASEAN Intergovernmental
    Commission on Human Rights (AICHR).
  • Experience in managing a US-funded project.
