We’re looking for a Management Analyst 5 to join our School-Based Services team and lead projects that improve Medicaid and CHIP services in schools. In this role, you’ll oversee a major CMS grant, help shape school-based health policies, and work with partners like OSPI, DSHS, and DOH to ensure strong, coordinated support for students’ health needs. You’ll be a go-to expert for executive leadership, tackling complex statewide issues, making policy recommendations, and ensuring we meet CMS guidelines. MPD staff work across the agency and between agencies (Department of Health, Department of Social and Health Services, etc.) and in partnership with health care providers and community stakeholders to develop and manage high-quality, evidence-based, health care programs and purchasing of services that enhance clients’ ability to access appropriate, quality health care. MPD is responsible for the implementation and oversight of Washington Apple Health managed care programs serving over 2 million Washington residents in all 39 counties.About the position:The School-Based Services Management Analyst at HCA serves as the agency’s expert on Medicaid and school-based services, leading extensive research, data-driven analysis, and program planning activities to inform executive management, agency staff, and external stakeholders. This role requires deep expertise in strategic planning and policy analysis to guide the statewide development, implementation, and evaluation of complex school-based health programs. The position is accountable for shaping statewide policy decisions and delivering strategic recommendations to HCA leadership. Additionally, the analyst manages the CMS “State Grants for Medicaid and CHIP School-Based Services” initiative, collaborating across HCA divisions and with state agencies such as OSPI, DSHS, and DOH to enhance school-based health services. By facilitating and presenting at internal and external meetings including legislative workgroups, the positions will help identify and reduce administrative barriers for Local Education Agencies (LEAs) in Medicaid and CHIP billing and pursue new reimbursement opportunities. The analyst also works closely with the CMS Technical Assistance Center to ensure compliance and support implementation aligned with CMS guidance.This position is eligible to telework but is occasionally required to travel or report on-site to meet business need (Olympia, WA). The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.DutiesSome of what you will do:
- Serve as lead for the CMS “State Grants for the Implementation, Enhancement, and Expansion of Medicaid and CHIP School-Based Services” and related reporting, which are highly complex and necessary to maintain grant funding, program development, and associated activities.
- Act as lead and subject matter expert for the HCA cross-divisional and cross-agency “Medicaid in Schools: Recommendations for CMS Compliance and Expansion” Charter and related workgroup activities.
- Formulate statewide school-based services policy and direct school-based services and programs for the agency.
- Collaborate closely with the CMS TAC to advance recommendations, support implementation, and ensure compliance with CMS school-based guidance.
- Collaborate with internal and external partners to expand community engagement and assessment activities, ensuring feedback from all school-based stakeholders, including LEAs, Tribal Sovereign nations, students, and families.
- Provide executive-level briefings and recommendations on policy and financing for school-based services in alignment with the agency’s long-term strategic plans.
- Provide expert-level analysis to executive management, agency staff, and stakeholders on complex Medicaid, CHIP, and school-based program issues, including policies, planning, and operations that impact alignment with school-based services and health integration; recommend modifications to policy, practices, and processes with broad statewide impact.
- Convene, lead, and attend internal and external meetings with federal and state agencies, stakeholders, service providers, students, and families to present and gather feedback on Medicaid and school-based coordination and financing strategies.
- Coordinate with CMS in developing, writing, updating, and managing state plan amendments related to Medicaid and school-based services.
- Work with agency staff and external partners to develop and implement policy and programmatic decisions for Medicaid and school-based services alignment and coordination.
- Communicate Medicaid and school-based health services recommendations, findings, initiatives, activities, and engagement opportunities to stakeholders using plain language principles.
- Collaborate with the agency communications team to develop comprehensive communication plans and messaging strategies for national and state platforms on Medicaid and school-based alignment, coordination, and financing.
- Develop presentation materials, PowerPoints, blog posts, briefing papers, analytical materials, and formal reports for national, state, and local audiences, working with the communications team to finalize and publish materials.
QualificationsRequired qualifications:Qualifying candidates will meet one of the following criteria options:Option 1:Bachelor’s degree in public health, public administration, health administration, or a closely related field, and five (5) years of the required experience belowOption 2:Nine (9) years of the required experience belowThe required experience includes two or more of the following:
- Analyzing policies, laws, rules, or regulations
- Conducting analysis and developing requirements
- Leading projects
- Managing operations
- Policy development
- Grant management
- Program management
- Budgeting and financial management
Required Knowledge, Skills, and Abilities:
- Superior communication, presentation, and facilitation skills.
- Ability to work independently and manage multiple projects and competing priorities.
Preferred qualifications:
- Hold a Master’s degree in public health, public administration, health administration, or a related field.
- Possess experience in Medicaid including writing Medicaid State Plan Amendments.
- Skilled in writing, implementing, and managing contracts and/or grants.
- Experienced in budgeting, forecasting, accounting principles, and/or interpreting the Code of Federal Regulations (CFR).
- Have knowledge, understanding, and experience working with OSPI and Local Education Agencies (LEAs).
- Communicate and collaborate effectively with a wide range of stakeholders.
- Capable of coordinating and tracking multiple, diverse activities and working independently with minimal supervision.
- Able to provide clear, understandable written, graphic, and verbal instructions.
- Develop and deliver presentations featuring cost/benefit analysis, process improvement, and policy recommendations.
