The Facilities Decommissioning & Environmental Remediation (FD&ER) team at Canadian Nuclear Laboratories (CNL) works to manage risks and reduce liabilities associated with legacy facilities, wastes, and contaminated lands. Their goal is to ensure the safe and compliant decommissioning of facilities, progressively minimizing risks to human health, safety, security, and the environment through effective management and cleanup.The FD&ER Decommissioning Specialist Section Head will be accountable to the Facility Authority and Facility Managers (FA/FM). Their primary accountability is to develop and implement documents, methods, procedures, and practices that meet company and regulatory standards. This includes addressing health, safety, security, and environmental requirements during decommissioning activities.Some key responsibilities will include enhancing processes for the FD&ER Care & Maintenance team by fostering innovation and efficiency; overseeing the development, implementation, and tracking of training programs and ensuring thorough documentation and record-keeping throughout decommissioning projects; leading the department in achieving its objectives, ensuring projects and initiatives align with excellence, new technology, and long-term sustainability. They will also provide oversight and guidance for specialized tasks and complex situations, ensure compliance with relevant standards, and prioritize initiatives for the Care & Maintenance team, including resource management and project timelines.The role fosters a collaborative team environment focused on knowledge sharing and continuous improvement. The Section Head mentors team members in document preparation, troubleshooting, project implementation, and regulatory compliance. They provide guidance on technical requirements, codes, and standards, and manage initiatives to optimize team performance and resource allocation. Overall, the Section Head plays a pivotal role in ensuring the safe and efficient decommissioning of facilities, while promoting professional growth and excellence within the FD&ER team at CNL.What will you be doing!Responsibilities of Section Head:

  • Supervises a team of professional engineers and their staff, managing schedules and delegating tasks to achieve overall objectives within budget, quality, and timeline constraints.
  • Leads problem-solving efforts and oversees the development and execution of solutions, driving strategic development and process enhancements within FD&ER.
  • Establishes, implements, and monitors training compliance to ensure all regulatory requirements are fulfilled.
  • Ensuring coordination and cohesion in the implementation and execution of team-based assignments.
  • Collaborating with FA/FM in handling response, reporting, and investigation of unusual incidents. Providing necessary support and resources for specialized tasks and assignments.
  • Collaborating closely with Facilities Decommissioning, Health, Safety, Security, Environment, and Quality (HSSE), and Program Execution teams to support Decommissioning activities.
  • Ensuring adequate resources and support are available for completing assigned tasks.
  • Collaborating with functional support teams to maintain alignment across all phases of work and project execution.
  • Staying updated on the latest technological advancements in the field.
  • Establishing and upholding standards for quality assurance.
  • Prioritizing tasks and deliverables to ensure adherence to all timelines.
  • Identifying opportunities to enhance Care & Maintenance activities and processes and proposing solutions to address challenges.
  • Engaging with regulatory personnel, including the Canadian Nuclear Safety Commission (CNSC) and International Atomic Energy Agency (IAEA).
  • Participating as a Decommissioning Representative on various site technical committees and workgroups as needed.
  • Fostering a culture of continuous improvement by encouraging and supporting innovation among colleagues.
  • Other duties as assigned by your manager.

What we are looking for:

  • Education
  • At minimum, a Bachelors (Honour) in Engineering or Science from a university of recognized standing; or membership in an engineering or scientific professional organization authorized by statute to establish qualification for membership in that organization.
  • Experience
  • Applicants must have substantial relevant experience in a specialized field, including a minimum of three (3) years in a leadership role and/or operational environment (such as nuclear or similar industries). This experience should demonstrate expertise in process improvements, training development, and information management.
  • Demonstrated leadership experience involving the development and prioritization of cohesive team objectives.
  • Background in nuclear operations and/or decommissioning environments.
  • Proficiency in managing industrial electrical, steam heating, and ventilation systems.
  • Skilled in diagnosing issues with mechanical, process, and electrical systems.
  • Familiarity with the Engineering Change Control process and executing engineering-driven changes.
  • Experience in planning, resource allocation, status updates, and performance monitoring for medium-to-large scale projects.
  • Knowledge, Skills & Abilities:
  • Ability to contribute insights on activities with potential significant impacts on health, safety, and the environment.
  • Possesses a proactive questioning approach.
  • Strong capability to estimate resources for projects of varying scales (including materials and labor).
  • Excellent written and verbal communication skills; adept at conveying information to team members and clients, and skilled in collaborative problem-solving.
  • Self-motivated with the ability to work independently and encourage autonomy in others, capable of operating with minimal supervision.
  • Skilled in maintaining team cohesion among reporting staff and across departments.
  • Demonstrates strong organization and planning abilities; proficient in setting priorities, developing action plans, meeting deadlines, and monitoring performance.
  • Shows initiative, motivation, and effective interpersonal skills in interactions with management, peers, and clients.
  • Capable of daily communication with diverse groups at all organizational levels, both on project-related and general matters.
  • Adaptable in performing various tasks without loss of efficiency or composure.
  • Proficient in Microsoft Office Suite, CMMS, ATOM, and VAULT systems would be an asset..
  • Strong understanding of change management principles and experience in leading change initiatives.
  • Familiarity with the Canada Labour Code, WHMIS regulations, CNSC regulations, and other life safety codes.
  • Competence in applying relevant codes and standards for decommissioning nuclear sites and buildings.
  • Understanding and application of radiation protection principles, measurements, and contamination control, with a minimum requirement of Group 3 certification.
  • Familiarity with CNL’s practices, procedures, and compliance frameworks would be an asset.
  • Knowledge of systems, structures, and components related to nuclear reactors and ancillary facilities.
  • Understanding of construction and demolition techniques.
  • Knowledge of the National Building Code, National Fire Code, and company program manuals as they pertain to decommissioning processes.
  • Security Clearance Eligibility Required
  • Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat’s “Standard on Security Screening” and the “Policy on Government Security.”
