Post ContextACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.The Joint Force Development (JFD) Directorate consists of six HQ SACT-based Branches that, together with the Joint Warfare Centre (JWC), Joint Force Training Centre (JFTC) and Joint Analysis and Lessons Learned Centre (JALLC), have responsibility for NATO Force Development activities. The aim is to improve interoperability amongst NCS, NFS as well as interoperable Partners’ forces allocated to NATO, and enhance capabilities, to undertake the full spectrum of Alliance missionsThe Modelling & Simulation (M&S), Distributed Learning Branch provides M&S and Distributed Learning support to the NCS in the areas of operational planning, capability development (including defence planning), strategic and operational exercising and wargaming, utilizing Subject Matter Experts in M&S, education & training technologies, instructional systems design and information systems.This position will support the BH to initiate, influence, direct, co-ordinate, lead and conduct ACT’s M&S exploitation efforts to support NATO in the areas of strategic political and military assisted decision-making, strategic and operational planning, capability development (including defence planning), innovation, strategic and operational exercising, education and training, and political, strategic, operational and transformational Wargaming and analytical studies.Principal Duties:
- Lead the Modelling and Simulation Section of the Modelling and Simulation, Training Technologies branch.
- Support the BH in providing advice to senior ACT leadership on Modelling and Simulation and Assisted Decision-Making.
- Aid the BH on supporting DCOS JFD and ACOS JFD role as champions on the political and military use of M&S in benefit of NATO.
- Initiate, influence, direct, co-ordinate, lead and conduct the work of the M&S section to identify, scope and define NATO needs, that can be satisfied by M&S and related technologies (such as Artificial Intelligence, Visualization and data science). The scope of work includes, among others, the areas of strategic political and military assisted decision-making, strategic and operational planning, capability development (including defence planning), innovation, Resilience, Enablement, strategic and operational exercising, education and training, and political, strategic, operational and transformational Wargaming and analytical studies.
- Initiate, lead, and co-ordinate with M&S related cross-divisional working groups and teams when required. .
- Initiate, co-ordinate and lead the relationship of the M&S section with CAPDEV and SPP in what referred to the development of M&S related capabilities or tools and M&S related strategic and working events.
- Initiate, influence, direct, co-ordinate, lead and conduct the work of M&S section with NATO institutions, allied and partner governmental organization when duly authorized, as well as academia and industry from NATO nations to research and identify potential M&S solutions to NATO needs.
- Initiate, influence and inspire the definition of requirements for NATO M&S standards to be developed by the NMSG.
- Direct, co-ordinate, lead and conduct, in coordination with the NATO Innovation Board, the ACT Innovation Champion and ACT Innovation Branch on CAPDEV, specific M&S innovation activities in support of. Inter alia, ADM program as part of the Emerging and Disruptive Technologies (EDT) roadmap.
- Lead the production and delivery of M&S subject matter expertise that informs the NATO training policy and processes, strategic foresight analysis efforts, NATO defence planning and capability and force development efforts, including capability requirements formulation, concept development and experimentation and Analysis of alternatives.
- Initiate, direct, co-ordinate and lead the support to the entire command in order to coherently and effectively outreach, influence and collaborate with M&S entities such as the M&S COE (in coordination with the COE Programme Development Brach), the NATO M&S Group of the NATO Science & Technology Organization (in coordination with the Innovation Branch), industry, academia (in coordination with the Innovation Branch) and all other relevant M&S-focused and innovation entities.
- Support the BH mentoring of the M&S COE.
- Represent ACT and act on behalf of DCOS JFD and ACOS JFD in M&S NATO, national, industry and academia forums and events when required. These forums include the NMSG, International Training and Education Conference (ITEC), Industry, Inter-service Training, Simulation and Education Conference (I/ITSEC), Computer Aided Analysis eXercise and Experimentation (CA2X2) Forum and others.
- Deputise and act as BH when required.
- Support the BH on management of the M&S portion of the Branch budget.
- Organize, lead and promote ACT M&S events.
- Manage and oversee, in support of the BH, HQ SACT M&S projects.
- Support the BH on his/her role as ACT representative in the NATO M&S Group (NMSG) with a focus in the M&S operational requirements sub-group of the NMSG.
Essential Qualifications / Experience:
- University Degree and 4 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
- 6 years of experience in the management of modeling & simulation development and application in the military environment.
- Knowledge of M&S information sources in nations, for example defence research laboratories, academic institutions, media and defence ministries.
- Experience identifying M&S innovations with potential impact on operational shortfalls.
- Practical experience with PC office automation products, including the use of internet for information research and computer-based simulation models.
- Knowledge of a wide variety of M&S applications and related technologies.
- 2 years of experience in supervising the activities of personnel.
Language:English – SLP 3333 – (Listening, Speaking, Reading and Writing)Desirable Qualifications / Experience:
- Experience working in a military and/or multinational organization.
- Participation in the management and conduct of modeling and simulation programs.
- Experience on M&S application to training (for example, individual training or exercises) and analysis (for example, planning, military decision making or concept development)
- University degree at Master level in a scientific, mathematical or engineering discipline.
- Post-Graduate education related to M&S.
- Course related to specific operational shortfall – NATO School Oberammergau (DEU) or National equivalent
- NATO Orientation Course (ETE-MW-3834) provided by NATO – School Oberammergau (NSO)

- Capable of working harmoniously in a multinational environment. Capable of negotiating and marshalling the efforts of a wide variety of NATO and national actors towards a common goal. Capable of initiative at working level. Capable of leading a team of at least five officers.
- Must be in good health and be prepared to travel within and outside the United States in support of the listed duties
Managerial Responsibilities:
- 4 PE plus Temporal NICs, Interns, contractors, Industry and CMRE.
Professional Contacts:
- Able to liaise effectively both within and outside the HQ with military and civilian personnel up to the rank/position equivalent to OF-7. Outside contacts include senior diplomatic personnel and officials in NATO HQ, NATO agencies and research centers, and national government agencies and industry. This includes NATO national delegations up to Ambassadors and Mil-reps.
Contribution To Objectives:
- The incumbent is responsible, under BH MSTT, to develop all M&S related objectives of SACT, including ADM and the Next Generation of M&S. The incumbent is also responsible of the correct execution of M&S related NAC/MC tasks to ACT, including the NATO Action Plan on M&S in support of Training, the Strategic Analytical Studies and others. Finally, the incumbent is responsible of the implementation of the ACT M&S Vision.
