  • Ensuring nuclear, radiological and industrial safety is the overriding priority at CNL, raising any concerns of nonadherence to these processes and standards promptly.
  • Providing the necessary leadership and day-to-day oversight to deliver results in line with the department’s goals.
  • Providing the necessary leadership and oversight for new activities, projects and facilities planned for the Section, with the focus on excellence, new technology, knowledge transfer and training of staff, to ensure these activities/projects/facilities are executed safely, are delivered on-time and remain on-budget.
  • Leading and coordinating a team of field and planning staff primarily made up of Job Supervisors, Planners, Field Specialists and other decommissioning staff as needed to support projects within Facilities Decommissioning.
  • Providing mentorship to new and current direct reports, outlining and setting objectives needed to meet performance expectations;
  • Completing performance management assessment of staff on a bi-annual basis.
  • Interfacing with decommissioning project staff and relevant stakeholders to develop and implement planning strategies to support the ultimate end state of the facility or building.
  • Reviewing and providing support to develop project documentation based on the Integrated Work Control Process.
  • Reviewing detailed work plans authored by planning staff and providing feedback and as well as field oversight during execution of detailed work plans.
  • Ensuring that all activities (including those by internal CNL groups and external contractors) carried out in the Facilities are planned, assessed in terms of possible hazards, and authorized.
  • Providing technical specifications to internal design engineering and initiating ECC and engaging design engineering for field modifications as required.
  • Ensuring that the projects conducted within the facilities under Decommissioning are conducted in a safe and compliant manner while aligning to our Health, Safety, Security, and Environmental standards.
  • Ensuring radiological principles are adopted and incorporated into work planning strategies to protect workers and the environment.
  • Adhering to fieldwork plans, including hold points and signoffs before advancement.
  • Leading the preparation of documents (training, work plans, maintenance procedures).
  • Supporting the Project Manager in the development of detailed schedules and budgets needed to complete sanctioning requests.
  • Providing input into progress and can understand impacts to schedule and cost based on monthly performance.
  • Identifying risks that may negatively impact the project schedule and cost, developing mitigation activities and implements and monitors them in the field.
  • Monitoring and reporting project progress, work activities and key resources on a frequent basis, and performing facility safety inspections for compliance against proper housekeeping practices.
  • Preparing justification and procurement documents for large material and equipment purchases or contracts for services.
  • Managing the inventory of assets, including the development and implementation of a material storage system to assist in work plan execution.
  • Working with various stakeholders from different departments on meeting FD Program requirements.
  • Other duties as assigned by your manager.

What we are looking for:

  • Education
  • Graduation from a recognized institute of advanced technology, or equivalent formal education. Significant related experience in a field of specialization, including demonstrated leadership experience. Minimum 3 years of planning and coordinating work in a decommissioning environment
  • Experience
  • Leading a team, demonstrating success in achieving team goals, and establishing good relationships with internal stakeholder groups and individuals of many diverse professions is required.
  • Experience in external procurement and ability to initiate purchase orders while adhering to quality selection program requirements.
  • Knowledge, Skills & Abilities
  • Provide effective mentorship and leadership of staff, must be able to demonstrate proven soft skills around staff development and possess a strong ability to communicate with all levels of staff.
  • Thorough knowledge of CNL’s Integrated Work Control process is an asset.
  • Strong knowledge of facility management and maintenance would be an asset
  • Co-ordinate work and resources with other site groups needed to align to FD program requirements for safe work execution.
  • Strong technical background in Decommissioning techniques to guide project teams in developing sound decisions when preparing project documentation and demolition strategies.
  • Ability to assume responsibility for activities that (i) carry legal liabilities, and (ii) have the potential for major and adverse impacts on health, safety, and the environment.
  • Proven knowledge of radiological good practices such as attempting to lower dose exposure to staff through the As Low As Reasonably Achievable (ALARA) principle for work execution.
  • Excellent written and oral communication skills; the ability to disseminate information to other team members and clients and strong team problem-solving skills are essential.
  • Project management skills to ensure that critical activities are identified and planned for success.
  • Must have the ability to work smoothly and effectively with customers, technical staff, colleagues, and management.
  • Demonstrated ability to perform under stress when confronted with emergency, unusual or hazardous conditions and to lead others in such conditions.
  • Initiative to resolve problems and expedite resources, work plans, or other appropriate actions.
  • Have a good base knowledge of the Canada Labour Code, WHMIS, CNSC regulations, and other codes pertaining to life safety such as Ontario Regulations dealing with hazardous products such as asbestos-containing materials.
  • Ability to perform a variety of duties, changing tasks without loss of efficiency or composure.
  • Monitor and direct facility operations and program activities to ensure that work is performed to the standard of operational safety, reliability and efficiency and in accordance with the site license, FD program, technical specifications, applicable standards, and other internal and external regulatory requirements.
  • Strong understanding of change management concepts and experience leading change initiatives.
  • Security Clearance Eligibility Required
  • Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat’s “Standard on Security Screening” and the “Policy on Government Security.”
