The Environmental Remediation Section Leader will be responsible for the organizational and operational control of the field execution teams. They will also be responsible for providing leadership and direction for direct reports. The Section Leader will be responsible for ensuring work crews are able to perform work compliant to the CRL Site Licence.

In addition to the above accountabilities the FD Section Leader is responsible for:

  • Providing the necessary leadership and day-to-day oversight to deliver results in line with the department’s goals.
  • Providing the necessary leadership and oversight for new activities, projects and facilities planned for the Section, with the focus on excellence, new technology, knowledge transfer and training of staff, to ensure these activities/projects/facilities are executed safely, are delivered on-time and remain on-budget.
  • Leading and coordinating a team of planning staff primarily made up of Decommissioning Planners, Field Specialists and others as needed to support projects within Facilities Decommissioning.
  • Ensuring that the Facilities are operated in such a fashion as to protect Health, Safety, Security and the Environment.
  • Interfacing with Decommissioning Project staff to develop strategy and implement planning strategies for building hazard removal and demolition; and
  • Reviewing and providing support to develop project documentation based on the Integrated Work Control Process.
  • Reviewing detailed work plans authored by planning staff and providing feedback and as well as field oversight during execution of detailed work plans.
  • Providing technical specifications to internal design engineering and initiating ECC and engaging design engineering for field modifications as required.
  • Ensuring that the projects conducted within the facilities under Decommissioning are conducted in a safe and compliant manner.
  • Monitoring and reporting project progress, work activities and key resources on a frequent basis, and perform safety inspection.
  • Ensure adherence to field work plans, including hold points and signoffs prior to advancement.
  • Managing the inventory of assets, including the development and implementation of a material storage system to assist in work plan execution.
  • Working with Project Leaders, other leaders and the Decommissioning Facility Supervisors and staff on meeting FD Program requirements.
  • Preparing justification documents for the purchase of capital equipment.
  • Leading the preparation of documents (training, work plans, maintenance procedures).
  • Ensuring that all activities (including those by internal CNL groups and external contractors) carried out in the Facilities are planned, assessed in terms of possible hazards, and authorized.

What we are looking for :

Experience:

  • Experience in leading a team, demonstrated success achieving team goals, and establishing good relationships with internal stakeholder groups and individuals of many diverse professions is required.
  • To provide effective mentorship and leadership of planning staff, thorough knowledge of CNL pressure boundary program and applicable TSSA regulations as well as post-maintenance testing requirements and significant experience in the Integrated Work Control process are an asset.
  • Strong knowledge of facility management and maintenance would be an asset. Experience in external procurement and ability to initiate purchase orders while adhering to quality selection program requirements.
  • Ability to co-ordinate work and resources with other site groups such as Quality Control, Procurement, and the Site Utilities Planning Department
  • Must have a strong technical background in Decommissioning techniques to guide project teams in developing sound decisions when preparing project documentation and demolition strategies.
  • Ability to assume responsibility for activities that (i) carry legal liabilities, and (ii) have the potential for major and adverse impacts on health, safety, and the environment.
  • Must have excellent written and oral communications skills; the ability to disseminate information to other team members and clients and strong team problem-solving skills are essential.
  • Project management skills to ensure that critical activities are identified and planned for success.
  • Must have the ability to work smoothly and effectively with customers, technical staff, colleagues, and management.
  • Demonstrated ability to perform under stress when confronted with emergency, unusual or hazardous conditions and to lead others in such conditions.
  • Initiative to resolve problems and expedite resources, work plans or other appropriate actions.
  • Have a good base knowledge of the Canada Labour Code, WHMIS, CNSC regulations and other codes pertaining to life safety such as Ontario Regulations dealing with hazardous products such as asbestos containing materials.
  • Ability to perform a variety of duties, changing tasks without loss of efficiency or composure.
  • Monitor and direct facility operations and program activities to ensure that work is performed to the standard of operational safety, reliability, and efficiency and in accordance with the site license, FD program, technical specifications, applicable standards, and other internal and external regulatory requirements; and,
  • Strong understanding of change management concepts and experience leading change initiatives.

Education:

Graduation from a recognized institute of advanced technology in Civil Engineering, or equivalent formal education. Significant related experience in Civil, Structural, Building Construction, Demolition, Decommissioning, Trench Box design and Installation including demonstrated leadership experience. Minimum 6 to 8 years of planning high hazard Civil/Structural work in a Construction environment combined with a minimum of 10 years of planning and coordinating work in trenching, sloping, shoring, compaction and types of engineered fill, understanding of different types of soil. The ability to read and understand geotechnical reports and drawings as well as the ability to plan the isolation of underground services. The preferred candidate will have significant experience in building construction methodologies and design as it relates to footings, foundations, HVAC systems, electrical systems, piping and other services.

Security Requirements:

Security clearance eligibility required: Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom.
