The incumbent will work in collaboration with the Senior Finance Manager – Response, or his/her designate, the incumbent is responsible for preparing budgets, in depth analysis, and regular reports that ensure accuracy of financial records for internal & external parties in accordance with accounting principles, established policies & procedures of the Canadian Red Cross (“CRCS”), relevant legislation, government guidelines, local contract requirements, and audit requirements.

In this role, you will:

Responsibility 1: Program/Project Finance Management (Planning, Budgeting, Analysis, & Reporting)

  • Provides program operational staff with up to date and relevant data, analysis, and reporting to aid in preparing both response and annual budgets for all revenues and expenditures.
  • Reviews program response and annual budget submissions for completeness, accuracy, and reasonableness and collaborates accordingly to resolve any discrepancies or issues.
  • Prepares related annual budget submission entries into the relevant budget database and reporting system.
  • Ensures proper funding agreement financial structure set up, including but not limited to, bank accounts, trust funds, and financial dimension / billable coding, and that these are properly communication to relevant stakeholders.
  • Provides program operational staff with up to date and relevant data, analysis, and reporting to aid in preparing the monthly projection of year end actuals.
  • Identifies budgeting and projection deficiencies and recommends areas of improvement.
  • Ensures the annual budgeting process, and monthly projection process, occur as scheduled.
  • Performs other budgeting and projection analysis and reporting as requested by senior management.
  • Provides training, guidance, and support to operational staff related to response deployments and financial information treatment and reporting requirements.
  • Evaluates funds advanced to operational staff and the systems and controls in place to ensure completeness, accuracy, and timeliness of the related financial information being reported back.
  • Identifies risk exposure of programs and projects and provides scenarios and solutions to eliminate or mitigate these risks to program operational staff and senior management.
  • Analyses response revenues and expenditures in depth to ensure they are complete, accurate, and reasonable.
  • Identifies any errors or omissions and prepares correcting journal entries as required.
  • Prepares monthly and quarterly project financial and statistical variance analysis and reports for program operational staff, senior management, and as required, external funders that may include government bodies.
  • Prepares annual financial and statistical variance analysis and reports to aid in the preparation of the Society’s consolidated financial statements and accompanying notes, and other external requirements such as the T3010 information return.
  • Identifies analysis and reporting deficiencies and recommends areas of improvement.
  • Ensures the monthly, quarterly, and annual analysis and reporting process occurs as scheduled.
  • Performs other analysis and reporting as requested by program operational staff, senior management, and external funders.
  • Provides other finance and administrative support to program operational staff and senior management to assist in effective management of programs and projects, and decision making.
  • Supports internal and external audits as needed.
  • Cross-trains with other analysts to provide back up for other programs and projects.

Responsibility 2: Employees and Volunteers at every level are responsible for safe work practices and to adhere to practices outlined in their applicable provincial Occupational Health and Safety Act.

  • Participates and promotes completion of mandatory health and safety education/orientation.
  • Participates and promotes respectful communication between all personnel and clients to promote a healthy and safe workplace.
  • Aware of and adheres to policies and procedures related to health, safety and quality matters to ensure employee, volunteer, and client safety.
  • Ensures all near-misses and incidents are promptly and accurately reported to Supervisor or designate.
  • Ensures proper and required usage of job specific personal protective equipment (PPE).
  • Addresses concerns of PPE non-compliance with Supervisor or designate.
  • Participates in discussions regarding safety awareness during team meetings.
  • As applicable, completes safety audits and ensures that corrective action plans are completed for identified safety concerns and/or hazards.

Responsibility 3: Support other Red Cross initiatives, as needed, to provide for a coordinated team effort to meeting the needs of the most vulnerable in the community.

  • Participate in disaster planning, preparation and response as needed.
  • Perform other duties as required.

What we are looking for:

  • Completion of a university degree in Finance, Business Administration, or a related field.
  • Working towards, or completion of, a chartered professional accounting designation is considered an asset.
  • Five to seven years of job-related experience.
  • Strong knowledge and understanding of accounting theory, techniques, and policies.
  • Working knowledge and experience with AX Dynamics, and more specifically, the Project Module, is considered an asset.
  • Working knowledge and experience with BI360 is considered an asset.
  • Demonstrated knowledge of Microsoft Office applications including Outlook, Word, and PowerPoint.
  • Superior knowledge of Microsoft Office Excel.
  • Superior time management and organizational skills reflected in the ability to prioritize and multi-task.
  • Strong attention to detail, analytical, and problem-solving skills.
  • Ability to work both independently with minimal supervision, and collaboratively within a team.
  • Strong verbal and written communication skills, including the ability to communicate effectively with operational staff, senior management, and external parties. French is considered an asset.
