The Urban Forestry section of Pinellas County Urban Forestry and Landscape Services is made up of an outstanding team of professional foresters and arborists responsible for managing and maintaining trees located in unincorporated Pinellas County and County maintained parks and preserves. In addition to maintaining trees in the public spaces along more than 1,100 miles of roadways and 1,000 miles of sidewalks, the Urban Forestry staff creates and delivers outreach programs on Right Tree Right Place, tree inventory data collection, and tree maintenance programs that serve the over 900,000 residents of Pinellas County. Pinellas County is proud to be the largest Tree City USA local government entity in the State of Florida and one of only 23 communities in the USA to be recognized as Tree Cities of the World by the Food and Agriculture Organization of the United Nations and the Arbor Day Foundation.We are currently hiring a Field Operations Supervisor, a key leadership position within Urban Forestry and Landscape Services. Duties for this position include supervising numerous employees and coordinating work schedules, executing work plans, maintaining large fleet equipment, safety policies, procedures and processes used in daily Urban Forestry operations. The ability to demonstrate both strong technical and personnel management skills to help create a professional, cohesive, and high-performing Urban Forestry team is essential. The candidate will be expected to coordinate equipment, employees, and safe work processes for tree work operations alongside County roadways and within County parks. The Field Operations Supervisor will need to be able to effectively communicate and collaborate in-person and in writing with co-workers, other departments, and the citizens of Pinellas County.Work Schedule: Monday – Thursday, 6:30 AM – 5:00 PMWhat Would You Do?Supervises the day-to-day schedule of duty, crew assignments, and implements work programs.Performance of tree inspections (and follow up) in response to internal and external service requests.Coordination and scheduling of tree maintenance activities resulting from those requests.Performing any additional or supplemental research in response to service requests.Supporting field crews through supplemental supervision.Rotation as an emergency contact for after-hours emergency calls.Determines the detailed task requirements of assignments.Supervises special projects as determined by the Operations Manager.Opens, Closes and Inspects Work Orders and Service Requests.Enters hours, equipment and other information into CityWorks Asset Management System.Utilizes Pinellas County GIS system.Analyzes production data and make recommendations.Assess and evaluate trees for condition, safety and any required corrective work needs pursuant to Pinellas County Urban Forestry and industry standards/specifications.Use of a computer and/or tablet to prepare production reports, enter/track production data, and written correspondence.Maintains records of operation and prepares reports as directed.Instructs and trains staff in the safe operation of equipment.Develops training programs for staff.Recommends improvements and practices to daily operations.Supervises major or multiple public works crews or functions.Plans, supervises and directs the work of crews engaged in vegetation management of various county properties.Inventories and tracks plant deliveries; maintains related computer information concerning growing conditions and maintenance of plants.Performs working supervisory duties over large field crews on various departmental projects.Checks daily with crews to ensure work is proceeding properly and to resolve problems.Requisitions chemicals, tools, materials or equipment parts, and maintains inventories of materials on hand and records the location and purpose of materials used.Assigns and supervises multiple crews as well as implements short term and long term work plans.Meets the general public, answers questions, receives requests for information and complaints regarding work activities, discusses requests and complaints and reports actions and results of meetings to supervisors.Contacts local officials concerning maintenance and construction activities in assigned areas.Performs related work as assigned or required.What Do You Need To Have?At least 5 years of experience in arboriculture that includes supervision or supervisory training; orAn Associate’s degree or 2 years of directly related formal vocational or skilled technical training and at least 3 years of experience in arboriculture, that includes supervision or supervisory training; orA Bachelor’s degree in a related field and at least 1 year of experience in arboriculture, that includes supervision or supervisory training; orA Master’s degree in a related field and some experience in arboriculture, that includes supervision or supervisory training.An equivalent combination of education, training and/or experience.Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.Additional RequirementsPossession and maintenance of a valid State of Florida Driver’s License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.Possession and maintenance of a valid State of Florida Class B Commercial Driver’s License with Air Brakes endorsement within 6 months of hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.International Society of Arboriculture (ISA) Certified Arborist at time of hire.Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.Temporary Traffic Control Intermediate (TTC) certification within 6 months of hire.The following must be completed within the 1-year probationary period for new hires in Urban Forestry:Pesticide Applicator’s License (Right of Way)ISA Tree Risk Assessment Qualified (TRAQ)Pinellas County Best Management Practices (BMP) CertificateFirst Aid/CPR CertificationOSHA 30 Hour (General Industry)Highly DesirableFlorida Class B CDL or higher with Air Brakes endorsement.ISA TRAQ qualification.Temporary Traffic Control Intermediate (TTC) certification.Florida Public or Commercial Restricted Use Pesticide License (Right of Way).Tree Care Industry Association (TCIA) Certified Treecare Safety Professional (CTSP) credential.Strong analytical and technical report writing skills.Basic knowledge of GIS software.Basic knowledge of Cityworks Asset Management software.Knowledge, Skills, and AbilitiesKnowledge of accepted modern best management practices, terminology, methods, industry standards, materials, and techniques related to arboriculture and horticulture management (ANSI A300).Knowledge and skill in technical arboricultural operations perform along side roadways, in county right of way, and park settings.Knowledge of urban forestry vehicles and equipment such as bucket trucks, grapple loaders, crane trucks, chippers, chainsaws, stump grinders and skid steer.Knowledge of pertinent Federal, State, and local policies, codes, laws, and regulations affecting roadway maintenance, utility clearance, landscape maintenance and construction.Knowledge and proficiency in Microsoft Office suite, with an emphasis on Excel.Knowledge of native and introduced plant species characteristics and pests.Knowledge of tree risk assessments and mitigation options to reduce potential risks.Skills to accurately maintain work records.Ability to effectively communicate how to perform arboricultural tasks safely and efficiently including to established standards and specifications to assigned staff.Ability to provide effective field leadership to others in the safe performance of ordinary and extraordinary operations.Ability to address civic organizations and other public or private groups on arboriculture issues and county ordinances.Ability to meet and deal with the public in a courteous, confident, and tactful manner when coordinating work and responding to inquiries.Ability to provide positive and effective leadership to assigned crews in the adherence to safe work practices.Ability to analyze production details to make informed decisions that translate into the assignment of appropriate resources for the safe and efficient completion of operations.Ability to coordinate job appropriate staff, equipment, and material resources.Why choose Pinellas County?When you join Pinellas County, you’re not just taking on a job—you’re investing in your future.
