Role Responsibilities
Reporting to the Manager, Centralized Procurement Office (CPO), this position leads the unit in provision of consulting, policy, compliance and training services to contracting and grant stakeholders of Children and Family Services (CFS).
This position supports the mandate of the CPO and the Contract and Grant Review Committee (CGRC) with reviews and recommendations on proposed procurements, as well as provides advisory, training and procurement support services to contracting and grant program managers and specialists within CFS. Given the high visibility of contracts and grants, this position oversees all procurements to ensure effective and compliant contract and grant management and related activities, including training both external and internal stakeholders.
The position operates with a considerable degree of independence providing expert advice and guidance in adapting, implementing and integrating corporate contract and grant policy and best practices within the ministries. This position provides vital support to the ministries mandate and focus through providing services to contracting staff, suppliers, intra-ministry advisory and working groups and the CGRC that support the ministry’s contracting and processes. In addition, the incumbent will manage the implementation of 1GX Supply Chain Management (SCM) system and processes while adhering to GoA and Ministry guidelines and policies.
The ideal candidate needs to demonstrate the following:
- Provides expert advice, leadership, guidance and direction related to the development of Ministry procurement, contracting and grant strategies and policy;
- Reviews proposed procurements and grants for compliance with ministry and government legislation and policies, as well as cross-regional, national and international trade agreements;
- Provides operational support and reporting of procurement, contracting and grant activities to the Contract and Grant Review Committee (CGRC);
- Leads CGRC Power Apps implementation, including development of training materials, delivery of training and trouble shooting.
- Manages project implementation activities that incorporating SCM, procurement and contracting best practices;
- Implements, supports and promotes, support and promote consistent 1GX (SCM) processes throughout the Ministry;
- Manages/co-ordinates GOA or cross-divisional procurement, contract and grant initiatives;
- Makes recommendations for improvement of procurement, contracting and granting processes;
- Ongoing support and education and training to ministry folks regarding contract and grant systems, processes and business requirements.

Qualifications
University Bachelor degree plus 4 years progressively related experience in contract and grant management, administration and financial management or Diploma in Supply Chain Management plus 6 years related experience in contract and grant management, administration and financial management. Equivalencies will be considered.
Preference will be given to candidates with directly related experience to:
- 1GX Supply Chain Management (SCM)/Ariba and SAP Finance Module.
- A good understanding of the Government of Alberta contract, grant and financial policies and government decision-making , process, business planning, from both an operational and strategic perspective.
- Experience and understating of Government of Alberta Acts, legislation, Trade agreements, policies and procedures.
